APPROVAL OF MINUTES: Minutes of the meeting of January 28, 2020 were read by Peggy Smith. Motion: Brent Parker motioned to accept the minutes. Motion seconded by Melba McCombs and passed unanimously.
BUSINESS:
Rebecca Zufelt submitted an application for re-roofing and closing in the garage at her residence at 30 East 100 North in Joseph. Built in 1999, the garage footings were built in anticipation of the eventual closing in. The steel roof will be put on the original roof, not requiring any further approval. Mrs. Zufelt was referred to the County Building Inspector regarding the specifications on the footings and to the Joseph Town Council for final approval of her application. Motion: Melba motioned to accept the application. Motion seconded by Peggy and passed unanimously.
DOUG NOWELL - TOWN COUNCIL REPORT of January 2, 2020:
The plans submitted by Trena Goodwin for a pavilion at the Flying U campground were approved.
The council voted to change from 75 to 60 years on vacated cemetery plots in the Joseph Cemetery. After 60 years, the vacated plots will revert back to town property.
The annual town clean-up is scheduled for April 24 - May 1. Dumpsters will be available.
A new county ordinance allowing building adjacent to property on one-acre lots was discussed.
Using an enforcement officer is necessary as not enforcing codes could be problematic. Offenders should be issued an abatement notice and if not corrected, it will be done by the town and the owner will be charged for the correction to their property.
NEW BUSINESS:
Ed discussed the necessity of Planning Commission meetings being recorded. A recorder will be obtained from the town clerk for future meetings.
Zach Leavitt advised he has completed the addition to our updated General Plan. Peggy will finalize submission, get an Ad to the Richfield Reaper announcing the public meeting at 6:30 p.m. on March 31, 2020 to adopt the new and updated General Plan. Copies of the plan will be available for citizens to review at the meeting and also online. A later meeting with the Town Council will be held to formerly adopt and pass the new General Plan.
ADJOURNMENT: Motion: Ed Payette motioned to adjourn at 7:58 and meeting was adjourned.
