Revenues and expenses for December 2019:
Tom is concerned about the amount of Revenue we bring in and the amount going out, for bills. Particularly December 2019. Brenda explained that there were dues that came due in December- Disability Insurance, Bond Insurance, Auto Insurance, Rural water dues, payment for the Colorimeter. We moved $10,000 to the general fund from the PTIF to cover all the dues and expenses that were due to finish out 2019. Tom questions the amount for Times-Independent- notices, postmaster 200.00 for postage. Tom is concerned about all the expenses. Utilities, payroll, supplies, monthly water samples. AJ stated that all those things are figured into the budget. Tom needs education on expenses and revenues. Ryan states that in the spring and summer, the loadout will pick up and funds will increase.

Operators Report:
Residual/ GPM: 44 gallons per minute to chlorinator building. Two nights ago, it was 28 GPM. Drops: 2-55-60 gpm, 3- less than 5 gpm 4- dry 5- less than 10. Lower collection brings in more water to the lower spring box. Residual are running .09, this evening, higher than usual. The cold weather affects the reading, usually runs around .07. The valves stick due to the cold. The heater that is in the chlorine room is not working, but not a problem. We are waiting for the decision that will be made next month, regarding the cross-connection, from the Division of Drinking Water.
To-do list: Discussion about the cross-connection problem up the canyon. Scott Hacking plans to distance himself, from the situation and have higher authorities make the decision.
SCADA System price is changed from $8486-$9386.00 to just under $10,000 due to some pieces needing to be added- saddle and wiring.
Report on the Colorimeter: The system is very accurate. The older method was just an estimate. Ryan demonstrated the process of the colorimeter. Factory calibrated and it is recommended to recalibrate every five years. It has one type of reagent (DPD Free Chlorine Reagent). What we have will last two to three years and expires after three years. We have Safety Data Sheets (SDS) for the reagent. We will make a notebook for them. Tom wanted to know if we had a file for SDS sheets. We have SDS sheet for chlorine in the Chlorinator closet.
Tom wants to know how many keys and locks we have. Ryan has keys that do not seem to fit anything. Tom wants to know if changing the locks to one set of keyed alike padlocks is a good idea? Ryan states that about 8-10 padlocks are in use. There is a set of keys in the TSSD truck.
Ryan thinks it is a good idea to change the padlocks and all the door locks. Tom is concerned about someone contaminating the water system. A padlock safety tube is an idea for the gates and at the boxes. It will be put on the to-do list.
Ryan needs to purchase some Chlorine. The Board discussed the actual need for continuing chlorinate. Orion Rogers of SEUHD made the comment that we really do not need to chlorinate. Rural Water questions the need for Chlorination. Pros and Cons discussed. Some pros for stopping chlorination, are: The district would not have to keep up with facemask certification. Save money on not purchasing chlorine every six months, it cost $800.00 for a 150lb., the tanks last about six months. We should be able to charge for non-chlorinated water above the tanks. Stopping Chlorination Cons: Higher possibility for bacterial issues from unexpected sources. The valves and hydrants will need to be flushed more frequently. We will be discussing the need for chlorine, next month. The Bac-T has to be tested each month. We need to discuss the quit chlorination date, put on the next agenda. Let the Division of Drinking water know we are thinking about stopping chlorination. We are required until the problem up the canyon is fixed, to take a pre-chlorination sample, monthly, at the tanks before it goes into the chlorinator. We need to see how those samples turn out.
New Business: Moab Valley Fire Protection discussion on Thompson Springs Fire Department (TSFD). Tabled till next meeting.
JK Allred: No show. Tabled until next meeting, need to call and ask if he will be attending.
Discussion about Commercial v/s Residential. Based on ERUs. The Exxon gets charged for ERU per number pumps, they have twelve pumps, only charged for 8. Papa Joes has 8 pumps, being charged for 6. Desert Moon- question about his number of ERUs for the hotel, home. Presently has one for a trailer park and one a permanent renter. The hotel has three bathrooms and two in the bathhouse. Call Dana, at GWSWS and get their take on it. There should be a standard for this situation.
Self-Evaluation, for 2019: Date and time set for January 25, 2020, at 10:00 a.m. to do it. Must be done every year.
Money-saving venture this month; internet, cell phone/landline: We had the landline disconnected after talking with Mark and he was fine with getting rid of it. The internet is upgraded and is $59-99 per month, with taxes. We were billed for the first month. We are a government entity, should we be considered tax-free? Will call and find out about that question next week. TSSD has a tax exemption number. The Frontier bill was $163.00 for December and previous month it was $173. Tom suggests compensation for the use of a cell phone, add to the next agenda. Saving on the gas bill. It was recommended to put the truck in a secure and safe. It really needs to be a moved to Tom house, since Ryan does not live here. All agreed.
Discussion of Water Rights that have been discussed in the past: Letter of Change Application (92-180) Protestants: BLM, JK, and Patsy Allred. Tom talked with Ann Marie from the BLM. AnnMarie gave Tom a document regarding the application. Ann Marie said that we could postpone the hearing for two weeks if need be. Water rights people are concerned about senior water rights holders not being able to get water from our pipeline at the locations they need it. The water line needs 2-3 pressure reducing valves installed to assure that the water can be released where it is needed. AJ thinks we should move along, prepare and keep the date, that is set (February 7, 2020).
OLD BUSINESS:
Chlorine test results from S & S Enterprise /Ballard RV project came back good. No issues.
Culinary Water Emergency Response Plan and Source Protection Plan: AJ took the time in the past weeks to go through all the plans and make the necessary corrections and name changes. Brenda typed it up and emailed copies to Deidre Black of Source Protection and Ryan Dearing of Emergency Response. TSSD received an email from Deidre Black that she had received it and was asking the Rules section to remove the source protection IPS deficiency. It may take several days for this change to reflect on WaterLink.
Water Operator continual training- Ryan got to level 3 certification last year, needs three more credits. Ryan has gotten one credit recently, just needs two more.
Updates on Sunrise Engineering: Sunrise will accompany the District to the hearing on February 7, if we deem it necessary. He informed me that they did submit the change application for the district in 2004. He explained how the hearing should go: 1. They will ask the applicant to give a very brief summary of what the change application includes and why we are asking for it. 2. Then the protesters will have an opportunity to give their reasons why they do not think that the State should approve the application. 3. Then the district will have an opportunity to make a brief rebuttal to the protester claim. Then the information will be taken back to Salt Lake for a decision (although sometimes this takes a very long time). If Sunrise goes to the meeting it would either be Robert Worley or the water rights expert. If one of them is there they could speak on items one and three, but it would be important for someone from the district to speak of these matters briefly as well. Travel out and back and attending the meeting would be very close to a full day. Sunrise would bill the district on an hourly basis. Nothing has been updated on anything else.
SECRETARY BUSINESS: Computer, online-based billing and payment status: A system for Service Districts Pelorus Methods Inc. was called. Pelorus Methods provides comprehensive accounting software solutions to local governments, that feature core accounting functionality, budgeting and planning tools, performance measurement processes and managerial and financial reporting capabilities. Brenda also talked with Xpress Bill pay, which turned her on to Pelorus. Board wants to explore, both and wants to know if we could get demos from both.
Discussed electronic meters and where we could come up with the money. Ryan states that he wants the SCADA system before electronic meters. He would rather not worry about water blowouts even though the manual meters are a PITA.
