Planning Commission Present: Deb Bayles
Kellen Nielson
Ted Black
Len Gasser
Robert Ogle
City Planner Present: Bret Hosler
City Council Representative Present: Logan Shumway
Minutes: Mikaela Ramsay (from a recording)
Item#1. Deb welcomed everyone at about 7:00 pm. She asked if everyone had a chance to read over the October 10th minutes and this evenings agenda. Robert made a motion to accept the agenda and minutes, Ted seconded the motion and it carried.
Item#2. Deb opened a review and discussion on the R-1 Land use regulations. Bret explained that the way Blanding City zones are set up now allows for a wide variety of kinds of housing to meet different housing needs. R-1 stands for residential one, or single-family housing. About fifteen to twenty years ago an allowance of an additional 700 square foot dwelling unit was included in the R-1 zone. This opened up more places for people to live. Robert brought up that this provision also helps with economic development goals, creating opportunity for rental income and lower cost housing. There was some discussion about the tiny home movement and Bret mentioned that a zone allowing for tiny homes would also be a logical area to consider allowing both single and double wide mobile homes. Logan wondered if the Planning Commission members would want to think about reducing the minimum size regulations. There was some discussion about how vacation rentals interact with zone regulations. So far there are not any additional regulations, renters just must honor the same regulations that homeowners do. The commission also talked about off street parking requirements which are moderate for R-1 zones. There was some talk about suggesting some clarifying changes to the parking space requirement wording. Bret talked briefly about how great it was to work with the Maverick developers and how they went further than meeting minimum requirements. He also explained that understanding R-1 is a great foundation for understanding the other zones.
Item#3. Deb opened a discussion on development cost in Blanding. Logan wants to get a better pricing sheet on development estimates. There was some talk about getting some information from Joe Hurst on his planned spec home. Logan is interested in extending utilities at reduced rates as a long-term investment in building their customer base.
Item#4. There were no Planning Commission Reports
Item#5. Deb asked everyone to review the R-2 requirements in preparation for the next meeting and make notes of any questions or suggestions.
Deb made a motion to adjourn. Kellen seconded the motion and the meeting ended at about 8:28 pm.
