BICKNELL TOWN COUNCIL MEETING
9 January 2020
6:00 P.M.
I. ROLL CALL
Mayor Noreen Johnson called the roll at 6:00 p.m. Council member present was: Weston Johnson. Incoming council members, Bryan Brinkherhoff and Rhett Jackson were present. Connie Durfey was present to record the minutes. Scott was present to give his report. Laura Lasco was also present.
II. APPROVAL OF MINUTES
The minutes of 5 December 2019 were reviewed. Weston made the motion to approve them. Noreen seconded, all ayed.
III. BUSINESS
Swearing In of Officers. Noreen Johnson was sworn in for the two year Mayor of Bicknell Town. Bryan Brinkerhoff was sworn in as a Four year council member, and Rhett Jackson was sworn in as a two year council member. Each elected person signed the Oath of Office and was given a Certificate of Election.
Open & Public Meeting Training. Mayor Johnson explained the Open and Public Meetings Act to the council. This training must be done each year for the council to comply with the Act. The Act specifically says that it is the intent of the legislature that the state and its political subdivisions exist to aid in the conduct of the people business and that they are to take their actions openly and that their deliberations are to be conducted openly. The Act gives details on what needs to be included in posted agendas, and in the minutes of each meeting, also that the minutes are to be recorded digitally or by tape. No conducting of town business can be done outside of a meeting. A quorum must be present in order to have a meeting. If someone approaches a council member about an issue, he should invite said person to come to a meeting and discuss it with the entire council. The council should always air on the side of public openness in any circumstance. This Act not only applies to town/city councils, but also to planning commissions and other legislative bodies of a town or city.
New Building Ordinance. The Planning and Zoning Commission have been working on an updated Building Ordinance. They tried to make the ordinance simple to understand while covering all the necessary issues that come up with zoning and building projects. Council members were previously sent an electronic copy of the proposed ordinance and a printed copy tonight. There was some discussion about certain sections of the ordinance. The members were asked to really read the document in the next day or two and let Mayor Johnson know of any changes they feel are necessary. The proposed ordinance will then be given back to the Planning and Zoning committee for completion and to set up the necessary Public Hearings. It was suggested that once the ordinance is adopted anyone applying to the town for a building permit should be given a copy of said ordinance.
IV. MEMBERS REPORTS.
Weston. Weston reported he had completed the quarterly chlorine report for the culinary water.
Mayor Johnson. Mayor Johnson brought up the subject of assignments for each council member. In the past, individual members have been given specific assignments over roads, culinary water, irrigation water, the cemetery, and the town park. With the exception of the town park, those assignments have not really been successful. It was suggested that all of the council should be informed about specifics dealing with the culinary and irrigation water, so that if Scott is out of town someone from the council can help with a problem or emergency. The council members all agreed to that. Scott said the culinary water valves are all on the NC corner of each intersection by the fire hydrants. There are between 1 and 3 valves at each location. Scott will get with the council and give more detailed training on the valves for each system and which lines are affected by said valves. The Council will also be shown where the maps of the water system are kept, maybe putting one in the town hall too. There will need to be some keys made, so there is more than one set to each of the town sheds. Mayor Johnson and Connie will divide the duties with the town park. Other assignments will given as needed.
Mayor Johnson reported she has not heard back from Preston Hanks about remodeling the town office building. As discussed in the last meeting, she asked the council for permission to proceed with trying to find another contractor to do the remodeling job. They suggested a couple of people she could approach, Niles Hageman and Brian Brill, to see if they would bid on the project.
Mayor Johnson reported Kurt Ludvickson from RWA has always been really good to work with the town in the past, but he has not followed through with the letter he was supposed to write for the town on the Lee Taft issue. Mayor Johnson said she was concerned that he will not be able to follow through on helping us with the new water ordinance and water rates because he is showing signs of memory loss.
Mayor Johnson is still waiting for Jeff Rich, the State Engineer for USDA, to approve the changes on the proposed project for the ECWAG grant. She reported she signed more papers for USDA. Supposedly she should hear within a couple of weeks whether we get the grant or not. Kelly Chappell is as frustrated with USDA as we are.
Scott. Scott reported the springs on the mountain are producing about 38
gallons a minute. Scott reported there was a broken culinary water line by Mark Elmer's. It has been fixed with the help of Rhett Jackson and Cole Elmer. Scott thanked Weston for removing the snow on the roads in town last week when he was gone. He reported he dug a grave for Lew Stephenson for her funeral on Friday. Scott said the water school with RWA is coming up the end of February and asked the council for permission to attend it. The council gave permission. It is necessary for Scott to re-certify each year as a water operator, this is done during the schooling.
Connie. She gave each council member a copy of the Financial Statement for the end of June 2019. She also gave each of the council members a copy of the budget update as of 12/21/2019. There was some discussion on the budget and questions answered. The town will probably have to purchase a new motor for the irrigation pump in the near future. This expense may be able to be taken out of the Capital Outlay Project Fund.
Financial. A list of the bills were presented to the council for payment approval. Rhett made the motion to pay them, Bryan seconded, all ayed.
Mayor Johnson said she has a doctor appointment up north on 6 February 2020, the date of the next town council meeting, and asked if the meeting could start at 7:00 pm that night instead of 6:00 pm. The council all agreed to the change.
V. ADJOURNMENT
Weston made the motion to adjourn at 7:45 pm, Bryan seconded, all ayed.
