Those present at the City Council meeting were Mayor Kim Soper, City Manager Lori Talbot, City Recorder Tyrissa Howell, City Attorney Barry Huntington, City Council Members Trudi Owens, Alan Johnson, Mike Sarles and Mark Boshell. City Council Member Paul Dastrup was in attendance by telephone.
Others present were Falyn Owens, Kaden Figgins, Kathleen Cooper, Sheriff Danny Perkins, Steven Lee, Joe Orman, Randy Yard, Becky Yard, Casey Charles, and Jenelle Molenda.
The meeting was called to order at 6:30 pm.
OPENING CEREMONY
Mayor Kim Soper conducted the opening ceremony.
ADOPTION OF THE AGENDA
Mike Sarles moved, seconded by Trudi Owens to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Trudi Owens moved, seconded by Mike Sarles to approve the minutes. The motion passed with all in favor.
OFFICER REPORT
Sheriff Danny Perkins stated that the jail is at currently at capacity. Officers Jimmy Oldham and Cree Carter are now out patrolling. He has concerns that keeping a inmate work crew will become more difficult. There was discussion on locations available for the Children's Justice Center.
KATHLEEN COOPER - CITY WIDE CLEAN UP
Kathleen Cooper presented a proposal honoring Joanne Miller for all her service to Panguitch City and its residents.
Alan Johnson moved, seconded by Mike Sarles to create an annual Joanne Miller Dedication Cleanup Week. The motion passed with all in favor.
TOURISM UPDATE - FALYN OWENS
Falyn Owens distributed a Tourism update booklet to the City Council. For the 2019 year transient room tax was up $89,000 partially due to a focus on tax compliance. Garfield County's 2020 campaign is Bryce and Beyond. In 2019 events held in Panguitch City received $25,000 event funding and $16,000 in marketing from the Travel Council.
ECONOMIC DEVELOPMENT UPDATE - KADEN FIGGINS
Garfield County is passing a new business license ordinance that they would like Panguitch City to look at. Panguitch City is an Enterprise Zone and Opportunity Zone. The 2020 Census will begin March 12.
CITY EVENT COORDINATOR REPORT
Steven Lee Panguitch City's new Event Coordinator met with the council and discussed his plans for city events. Some new events he discussed were a
small business entrepreneur two day event, Joanne Miller beautification week,
a three on three basketball tournament, and a pickle ball tournament. He is working on forming a chamber of commerce.
VACATION RENTAL - JMDH PROPERTIES LLC @ 139 E SAGEWOOD CIRCLE
Alan Johnson moved, seconded by Mike Sarles to approve the business license for JMDH Properties at 139 East Sagewood Circle. The motion passed with all in favor.
CITY COUNCIL MEETING DATES
Trudi Owens moved, seconded by Alan Johnson to approve the 2020 city council meeting dates. The motion passed with all in favor.
HOLIDAY SCHEDULE
Trudi Owens moved, seconded by Mark Boshell to approve the holiday schedule and to change the personnel and procedures book from 12 paid holidays to 14 paid holidays. The motion passed with all in favor.
ORDINANCE 2020-1 MEETING TIMES OF THE PANGUITCH CITY COUNCIL
Alan Johnson moved, seconded by Mark Boshell to approve the City Council Meeting dates for the second and fourth Tuesdays of each month at 6:30 PM. The motion passed with all in favor.
ORDINANCE 2020-2 UTAH CRIMINAL CODE, UTAH MOTOR VEHICLE ACT &
CONTROLLED SUBSTANCES ACT
Mike Sarles moved, seconded by Mark Boshell to approve Ordinance
2020-2. The motion passed with all in favor.
ORDINANCE 2020-3 WATER CONSERVATION PLAN
Trudi Owens moved, seconded by Mike Sarles to approve Ordinance 2020-3. The motion passed with all in favor.
ORDINANCE 2020-4 DRINKING WATER SOURCE PROTECTION PLAN
Mark Boshell moved, seconded by Trudi Owens to approve Ordinance
2020-4. The motion passed with all in favor.
LOAN REFINANCE
Paul Dastrup moved, seconded by Trudi Owens to accept the fixed rate loan refinance with Zions Bank. The motion passed with all in favor.
PENDING BUSINESS
Bike Path - UDOT should be completing the bike path this coming summer.
Blights and Abatements - Three of the Eight Blights have been take care of.
DEPARTMENT REPORTS/CALENDAR
Old fire house - Greg and Loretta Johnson would like to purchase the old firehouse. They are currently have a rent to own agreement with the City.
Official's training - David Church will be doing an elected official training in Tropic City January 25th.
Rural water - Rural Water is honoring Panguitch City for the work done to rehabilitate the spring after the Brain Head Fire.
Social hall- The Social Hall is waiting on the heating system to be installed.
Library The Library will be open on Monday January 20th.
Panguitch Elementary - The new elementary school will be built on the existing soccer fields. The modular buildings might be available to use as office space when the elementary is complete.
CDBG survey - The fire department is out doing the survey required for the CDBG grant application.
LEPC - There is an LEPC meeting Thursday January 16th.
Landfill - The landfill fence is back up and the roll offs are placed for use during closed hours.
EXECUTIVE SESSION
Mark Boshell moved, seconded by Mike Sarles to enter an executive session for personnel with Barry Huntington, Mike Sarles, Trudi Owens, Kim Soper, Tyrissa Howell, Paul Dastrup, Alan Johnson Mark Boshell and Lori Talbot in attendance. The motion passed with all in favor.
Trudi Owens moved, seconded by Mark Boshell to exit the executive session. The motion passed with all in favor.
ADJOURNMENT
Alan Johnson moved to adjourn at 8:38 pm.
