COMMUNITY DEVELOPMENT AND RENEWAL AGENCY (CDRA) AGENDA
SCHEDULED ITEMS:
1. ELECT THE CHAIR AND VICE-CHAIR FOR THE COMMUNITY DEVELOPMENT AND RENEWAL AGENCY (CDRA)
BACKGROUND: The Bylaws adopted by the Community Development and Renewal Agency (CDRA) specify the Board elect the chair and vice-chair every two years.
RECOMMENDATION: Elect the chair and vice-chair for the Community Development and Renewal Agency (CDRA) and authorize the Chair's signature to any necessary documents.
2. CONSIDER APPROVAL OF THE MINUTES FROM THE JANUARY 7, 2020, WORK SESSION AND JANUARY 14, 2020, POLICY SESSION
3. CONSIDER APPROVAL OF RESOLUTION 2020R-02 AUTHORIZING THE DEVELOPMENT AND TAX INCREMENT FINANCING (TIF) PARTICIPATION AGREEMENT
BACKGROUND: The Lifetime Products Community Reinvestment Area (CRA) was created for the primary purpose of capturing tax increment to help Lifetime Products offset the costs of expanding its operation in Clearfield. Expanding the operation in Clearfield is more cost-prohibitive due to higher land costs than other probable locations explored by Lifetime, so the CRA was created to allow for public participation in the project. Losing the expansion may have greater long-term effects for the City because already existing operations at Freeport Center would move as well. The Development and TIF Participation Agreement set forth the provisions under which the CDRA will reimburse Lifetime Products for some of the building costs associated with the expansion of its operations in Clearfield.
RECOMMENDATION: Approve Resolution 2020R-02 authorizing the Development and Tax Increment Financing (TIF) Participation Agreement with Lifetime Products, Inc. and authorize the Chair's signature to any necessary documents.
Dated this 22nd day of January, 2020.
