Torrey Town Planning and Zoning Commission Minutes December 18, 2019 5:30 PM Torrey Town Hall 1. Roll Call Commission members present: Don Gomes via phone Aaron Jensen, Richard, Jensen, Carrie Torrey, Amanda Brown, Mary Bedingfieldsmith Commission members excused: Tracy Potter Town Council Liaison present: Pearl Thorndal-Stewart Public present: Bill Barrett, Diane Borgerding 2. Approve minutes of November 20, 2019 meeting It was moved by Richard and seconded by Don to approve the minutes. Motion passed. 3. Wayne County Taxpayers Association presentation Bill Barrett Bill distributed a handout see attached and gave background of the origin of the documents. This included a description of Wayne County Taxpayer Association activities. Bill explained the information presented was not meant to be a judgment presentation, only information to share. Bill explained the data included in the handouts and pointed out some of the pluses and minus revealed in the numbers. The ballot question about studying other forms of government in Wayne County came up. Diane Borgerding pointed out representative government is already in affect in two parts of the county: the school district and Garkane Energy. Bill explained he done a similar presentation to Representative Okerland, the Wayne County Commissioners, and some local business owners and will present to the Wayne Business Association. Pearl will share the information with the Torrey Town Council and learn if they would like to hear Bills presentation. 4. Zoning discussion continued Mary pointed out we are creating Draft 5 tonight. Draft 5 will go to the town council members who will meet for a work session on January 3 at 5:00 PM at the Town Hall. Mary encouraged all the planning commission to attend the work session. The results of the discussion about Draft 4 are reflected in the attached Draft 5 documents. 5. Other Aaron asked about the terms of the current commission members. Mary will bring that information to the next P&Z meeting in January. 6. Comments from public There were no further comments from the public. 7. Next meeting January 15, 5:30 PM Torrey Town Hall A motion was made by Carrie and seconded by Aaron to close the meeting. Motion passed.
