Minutes of Torrey Town Council Meeting Torrey Town Hall 75 E 100 No. Torrey, Utah. December 12, 2019 Roll Call Present Mayor Scott Chesnut Council Members Doug Robinson Pat Kearney Bronson Oyler Pearl Throndal-Stewart Colleen Dudleston Treasurer Paula Pace Clerk Pledge of Allegiance: Bronson Oyler Welcome Mayor Scot Chesnut welcomed all present and stated that this was a regular scheduled meeting, and we would follow the agenda as printed. Motion to approve the minutes of November 2019 Motion Made by Pearl-Thorndal Stewart. Seconded Pat Kearney All were in favor. Motion passed. Financial Report: Colleen Dudleston Each council member received their financial packets. They review it and all questions were answered satisfactorily. Motion to approve and Pay bills Made by Pat Kearney Seconded it by Bronson Oyler All were in Favor motion passed Audit. The Auditors from Kimball and Roberts came for two days. They said we were doing well and they will have the report prepared for the council next month. Colleen reported on the Christmas tree festival. We made a profit of $1190.00 and the council suggested we keep the money and let it accrue until we have enough for some playground equipment. NCRS work is all done and completed. We have signed off on the project. The special service district gave the town $20,000 toward the purchase of the new pickup. The council would like a report next month of the fuel cost and the cost of the heater that was installed in the pavilion so they might have a more accurate picture of the actual cost of heating the pavilion. At the present the shop is heated by a stokamatic and it barely heats the shop. Dustin is requesting a heater for the shop. Dustin got a bid for a new heater of $1659 but he will need two more bids. The council encouraged him to do it quickly. Variance Request. Mr. Richardson asked for a variance to build a smaller home than what the Torrey ordinance requires. He presented to the council pictures and an explanation as to what he wanted to do. Doug read the ordinance for a variance to Mr. Richardson and said the town would have to schedule a public hearing for a variance. Mr. Richardson was receptive to the public hearing and he would need to fill out an application for a variance and pay the required fee. Diane Borgerding presented to the council her water bill and explained why the water bill was so high. After much discussion from the council she was offered a reprieve on the amount of the bill. James Anderson He presented to the council his presentation of a new website for the town . It will be much more user friendly and it can be maintained by the office staff. A motion was made by Doug Robinson and seconded by Pearl Thorndal Stewart for James to go ahead with the website All were in favor; motion passed. Council Reports: Roads Bronson Oyler no report Water Doug Robinson He just reiterated that the NCRS Water Project was Finished Events Pat Kearney The Ho Down went well and she thanked all who participated and helped out. . The trees are doing well. The Hazard Mitigation application has been submitted. Pearl Thorndal-Stewart Planning and Zoning The P&Z approved Tyler Lighting. CDBG Grant. Paula Pace. The survey has been completed and the application submitted. The project will be a new water tank. Micky Wright. Mr.Wright explained to the council the services he could offer to the town as its IT service man. The council made a motion that Micky Wright come and look at our system and see what it needs and then assess a payment fee. Motion was made by Pat Kearney and seconded by Doug Robinson All were in favor motion passes. Mayor Business Bart Butler wants the town to verify that the water line is approved to have water run through it. Motion to write a letter to the county saying the line is acceptable Recyling: Diane Barrett went to recycling conference and she met a young man who runs a company called Recyclops.com that specializes in Rural recycling. Recyclops could begin operating as soon as they have 150 customers . See sheet for complete details on signing up and the cost. She would like the information to go on the back of the January water bills Bill Barret Post office: Suggested that the town write a Letter encouraging the US Postal to PAY MORE TO THE CONTRACT people so we could continue on with our post office.
