C. Present Millard County Fire District Audit Report/Shim Callister, Oak City Volunteer Fire Department
Chief. Shim presented the Audit Report and stated that there were no major problems with it. There is an annual discrepancy due to the fact that the Fire District is always spending monies from the previous year until the current year's taxes are collected. This is just how it works but it does cause the Audit to show a discrepancy. The Mayor thanked Shim and the Fire Department for their good work. Shim stated that where he was voted in as Mayor of Oak City, he will step down as the Fire Chief and Kendall Anderson will become the Fire Chief.

Dave stated the he had made some wording changes in the Policy and passed out copies to the Council Members. Dave pointed out a couple of issues he still had concerns on. The Council discussed the Policy and a few items were changed.
Monica moved, seconded by Warren, to adopt Resolution 2019-05 as amended. Roll Call Vote: Mayor Christensen-Aye. Dave-Aye. Warren-Aye. Monica-Aye. Craig-Aye
The Mayor will make sure all the changes, as discussed, are made to the Policy.
F. Discussion on the Utah Associated Municipal Power Systems (UAMPS) Carbon Free Power Project Re-budgeting. Dave explained that several months ago, the Town Council voted to participate in the Project which had a set budget limit. This budget had been expended and more funds were needed. This gave all Project participants the option to reevaluate participation in the Project. The Town had 10 days to notify UAMPS of its decision. Therefore; Dave called each Council person and explained the budget change and got their opinion on continuing or opting out. After contacting each Council member and getting their opinion, it was decided to continue with the Project, Dave reported to UAMPS that the Town Council wanted to continue pursuing the Project with the share of its cost rising about $3,000. The Council will want to re-evaluate the Project in March to make sure if it still wants to pursue the Project.
G. Public Comments. There were no public comments.
H. Financial Report. The Financial Report was Read and Approved by Board Action. The delinquent dollar amount is higher than it has been. The Mayor has contacted a few parties and will continue to contact others. He stated that there are a couple of accounts that carry interest but it has been decided that as long as timely payments are made on the accounts, the interest will be waived. DeAnn Steele, Town Treasurer, will keep track of the interest however; in case the accounts become delinquent again and the interest needs to be added back in.
