MONA CITY COUNCIL MEETING DECEMBER 10, 2019 MEETING CALLED TO ORDER AT 7:30 P.M. BY MAYOR WILLIAM M. MILLS LOCATION: 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen Councilmember Katrina Long Councilmember Jay Mecham Councilmember Frank Riding Councilmember Micheal Stringer - Councilmember - Absent GUEST: Jarrett Mason, ALSO PRESENT: Myrna Trautvein Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer City Recorder, Lynn Ingram Planning & Zoning, Jonathan Jones Water Facilitator, Tony Openshaw Street Supervisor, Chad Phillips Gas & Water Operator, Melinda Matheson Mona Recreation OPENING PRAYER: Councilmember Randy Christensen APPROVAL OF NOVEMBER 26, 2019 MINUTES: Councilmember Katrina Long moved to make a motion to approve the minutes of November 26, 2019 as written with a second by Councilmember Jay Mecham. The vote was unanimous, Motion carried. (1st Motion) PLANNING AND ZONING: DELEGATIONS: Jarrett Mason who was not on the agenda came before the city council asking if there were service projects he might use for his Eagle Scout project. Mason told the council he would like to do something to benefit Mona City. There were many suggestions; The Fence around the two sides of the basketball court was a priority, $4,000 would have to be raised to install the fence. A fence around the maintenance shed was suggested as well as projects at the ball field but that would have to wait until spring, redoing the dugouts was one. Mason told the council he is hoping to get his project completed by January. Mayor William Mills told Jarrett the City is proposing to purchase a small semi truck container/unit, which will be placed north of the snack shack on a concrete pad, Jarrett MONA CITY COUNCIL MEETING DECEMBER 10, 2019 could be used to install shelves in the unit. Mills continued by telling him he will need to get a contractor to help him with materials for the shelving. Mason will need approval from his local scout leaders before his project begins. Jonathan Jones Water Facilitator presented an update on the water system, telling the council things are going well; again Jones said Mona City was mandated by the state to chlorinate the city water system. Mayor Bill Mills reminded the council and those present Mona City is not alone in having the state mandate chlorination of their citys water system. Mayor Mills is concerned as well but it was inevitable, they are working with a minimum of chlorine which will still meet the states requirement. Chad Phillips employee over the gas presented a brief update on the gas system. Melinda Matheson, Mona Citys Recreation Director discussed the future of the recreation department with the council; we plan to have a website in place by the first of January. Matheson said the plan is to have basic tumbling classes on Tuesday in the city center after the first of the year; Matheson will coordinate all activities and renting the city center to groups would not be a problem. Michelle Dalton City Secretary/Treasurer said Tuesdays are slow days. Matheson is in the process of ordering tumbling equipment. We have 160 survey replies, and more are trickling in, said Melinda. They are still accepting surveys. Ninety-five percent want to have recreation,Said Matheson. She told the council there was a lot of positive comments in regard to the programs that Mona City has in place such as the Pioneer Day Celebration, the Easter Egg Hunt, the Community Days in the fall and the Christmas Celebrations. Respondents are also in favor of holding more movies in the park. Councilmember Katrina Long responded by saying, When we have them they dont come, and movies are expensive. SECRETARY/TREASURER/ RECORDER REPORT: Secretary/Treasurer Michelle Dalton told the council the Mona City welcome sign located south of the city has been repaired; Brian Backus has fixed the sign and it is now back in place, said Michelle Also on the list to present to the council Secretary Dalton has been doing research on storage containers, the expense would be approximately $2,450.00 each which includes delivery. She also asked for permission to order two industrial size shedders to shred outdated city documents. The cost of one shredder will be approximately $315. The council approved the purchase. City Recorder Lyla Spencer told the council they are in the final phase of the Barnes Bullets (BCR) annexation, she should receive a certificate of annexation from the MONA CITY COUNCIL MEETING DECEMBER 10, 2019 lieutenant governors office by US Mail, and the next step is to take the annexation plat map to the Juab County Recorder to record the map and annexation. After these steps have been taken the Annexation will be considered complete. DIRECTOR OF FINANCES Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking, dated 11/27/2019 to 12/10/2019; Everd asked the council if there were questions on the disbursement list. There was a question on check # 3888 in the amount of $2,543.00, issued to TAURUS PLUMBING & EXCAVATING There were nine (9) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. COUNCIL BUSINESS: There were two business license applications to review. LeAnna Wilson living at 94 South 200 W came in for a license for a Nail Business. The council reviewed and approved her application, Mayor Mills asked for a motion with Councilmember Jay Mecham moving to make that motion to approve a business license for LeAnna Wilson with a second by Councilmember Randy Christensen. Vote was unanimous, motion carried. (2nd Motion). Alisha Peacock came in for a business license for Peacock Excavating located at 27 South 650 East. After a brief discussion, Mayor Mills asked for a motion to approve the business license for Peacock Excavating located at 27 South, 650 East, with the condition she bring a copy of her state license number into the office. Councilmember Katrina Long moved to make a motion to accept and approve a business license for Peacock Excavating with the condition as stated above, with a second by Councilmember Frank Riding. (3rd Motion) Councilmember Katrina Long; Gave a heartfelt thank you to all the council members and members of the city during her four year term as councilmember and it has been fun to serve Long told them. Mayor Mills said the service Councilmember Long has done will have a long-term affect on the city of Mona. Each councilmember in turn thanked her for her service to the city. Councilmember Long told the council and those present she received a call from UDOT telling her the grant they had applied for was approved. She said she has contacted the Rural Planning Group who will work on bringing city ordinances into compliance letting them know the good news. Long continued by saying, Im so glad that even though ll be finished with my four-year Mona City Council term at the end of the month that this grant was approved and will be available for the council to use to benefit our city. Mayor Mills read a letter addressed to the mayor, councilmembers and member of Mona City thanking them for the recent donation of $1,000. The letter states in part; your generous support will help to continue many of our programs and activities for our students, we are very close to reaching our goal because of you! MONA CITY COUNCIL MEETING DECEMBER 10, 2019 In addition to the letter it will serve as a receipt for tax purposes. A copy of the letter is attached and will become a permanent part of the minutes for public viewing. Mayor Mills told the council they need to make a decision on the final selection for the well remediation & upgrade. Water Facilitator Jonathan Jones told the council a decision will need to be made tonight. Jones said that the bids were fairly equal but that Rhino, headquartered in American Fork, came in at a total cost for the well at $61,419, and Wade Drilling headquartered in Nephi came in at a total of $62,419. Jones told the council he thinks either company will do a good job; Wade Drilling has worked on the well before. Rhino has a good reputation and does a lot of work for cities, said Jones. Mayor Mills asked for a discussion and then for a motion to award the bid to Rhino as lowest bidder to do the well remediation & upgrade. Councilmember Katrina Long moved to make a motion to award the bid to Rhino as the lowest bidder to do the well remediation & upgrade with a second by councilmember Randy Christensen. The vote was unanimous, motion carried. (4th Motion). Mayor Mills then presented the contract for Country Garbage to be renewed. No motion was asked. Council approved the contract. Mayor Mills closing comment; was to thank the maintenance for pushing snow and keeping the streets in order. FYI: There were five (5) Motions voted upon and passed, a Motion to approve the Minutes for November 26, 2019 as written, a Motion to approve a business license for LeAnna Wilson, A Motion to approve a business license for Peacock Excavating with the agreement their state ID # is brought to the office, a Motion to award Rhino as the selection for the Well Remediation & Upgrade, and a Motion to adjourn this meeting of December 10, 2019 PAY FINANCES ADJOURNMENT: (5th Motion) Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn at 8:28 p.m, a second was made by Councilmember Frank Riding, and the vote was unanimous, motion carried. The city council meeting was then adjourned with no further comments.
