Mayor Noreen Johnson called the roll at 6:30 p.m. Council members present were: Kerry Stevens and Weston Johnson. Connie Durfey was present to record the minutes. Scott was present to give his report. Roma Roderick was present. Nancy Noble and Wayne Border came in a little after the meeting had started.
II. APPROVAL OF MINUTES
The minutes of 6 November 2019 were reviewed. Kerry made the motion to approve them. Weston seconded, all ayed.
III. BUSINESS
Nancy Noble, Division of Property. Ms. Noble has been to the Planning/Zoning Commission about dividing the property she bought from the Lila Johnson family. On the east side of the property is the house and shed, she will make an easement through this property to the west side. The property fence line behind the house will be pushed to the west about 10 feet and this will be the division of the property. She showed the council the plans. The council looked over the plans, Weston made the motion to approve the division of the property, Kerry seconded, all ayed. Ms. Noble and Mr. Wayne Border thanked the council and excused themselves.
IV. MEMBERS REPORTS.
Kerry Stevens. Kerry said he had a citizen of Bicknell approach him in the grocery store asking him if the town would consider selling him and a partner Brinkerhoff Spring. Kerry told him he didn't think that would happen, but told him to call Connie and get on the agenda for the council meeting. He didn't call. The council talked about this. There is no way Bicknell could sell that water resource, it kicks on and fills the tank when the water from the mountain springs runs short. It is a necessity to the town's water system. Brinkerhoff Spring use to produce about 250 gallons a minute, but only produces between 175-180 gallons a minute now. More water sources are needed for the town, not less.
Weston. Weston said he has had numerous citizens complain about the 4-wheelers being out of control in town. Children under age are driving them, without helmets, and disregarding traffic laws. Someone is going to get seriously hurt or killed. The town ordinance allows the driving of these vehicles on the roads, but states all laws much be obeyed, including a licensed driver. It was suggested a letter be put in with the next water bill asking parents to make sure their children are following the rules, so they will be safe. The next step would be to get the county law officers involved.
Mayor Johnson. Mayor Johnson reported she had talked with Preston Hanks about remodeling the town office building. His bid was accepted in July, but he has not done anything yet. She asked the council how long they should wait, before contacting someone else to do the project. They agreed to allow Preston until the first of the year to get going on the project, or they will have to find someone else to do it. Preston will be notified of the decision.
Mayor Johnson and Scott met with Kurt Ludvickson from RWA for about four hours last week. He is going to help the town re-write the culinary water ordinance and make some suggestions for new rates, higher ones for high usage to compensate for the extra cost of the pump running and expansion. He said the town can't stop Lee Taft from increasing his business because of water, but there are some stipulations he will have to meet to expand. Mr. Ludvickson will send the town a letter with all the requirements stated. He will run things by David Church, the attorney for ULCT. Mr. Ludvickson called Pam Snedeger from USDA in Richfield to see what the hold up is for the ECWAG grant for Bicknell. Mayor Johnson had a conference call with Pam Snedeger and Jeff Rich about the grant. Initially USDA approved the digging of a well and developing some new springs on the mountain, but now are saying the money can't be used for that, only redeveloping existing springs. Still no definite commitment for the money.
Mayor Johnson received an email from Wanda Oyler, Wayne County Deputy Treasurer/Recorder, requesting the town add another form with building permit applications for new construction to make sure address's are correct. She sent a copy of the form.
Mayor Johnson said Steve Albrecht informed her the town would be receiving an invoice from Colonial Flag for 3 poles and flags for the heritage memorial.
The Christmas dinner for the town council, town employees, the planning commission and their spouses will be 16 December 2019 at the community center at 6:30 p.m. Mayor Johnson will take care of the food, but she told the council they would have to be responsible for any games and such they want to have. Connie will take care of the plates, cups, utensils, and napkins.
The next town council meeting will be on 9 January 2020 at 6:00 p.m. It will stay that time until day light savings comes into effect in the spring, then it will go back to 7:00 p.m.
Scott. Scott reported the springs on the mountain are producing about 52 gallons a minute. The tank is full. He took a water sample yesterday from Brinkerhoff Spring and took it to Richfield. He hasn't heard back, so assumes it was okay. There was a culinary water leak at Ken Garrett's and Mariam Musser's. Both persons were notified on their bills that they had a leak and it needs to be fixed. Connie heard back from Ken's son and they are taking care of his. Connie will try to make contact with Ms. Musser and see if she is making arrangements to have her leak fixed. Scott put up the Christmas lights. He has snowplowed the roads during the last snow storm.
Financial. A list of the bills were presented to the council for payment approval. Kerry made the motion to pay them, Weston seconded, all ayed.
V. ADJOURNMENT
Kerry made the motion to adjourn at 7:30 pm, Weston seconded, all ayed.
