The board of town canvassers (town council) signed the results.
Item #2 Review and possible approval of policy change regarding non-compliance issues, changing the policy from first contact being a letter to first contact being a phone call.
It was discussed that phone calls are more personal but a letter is evidence of what needs to happen. It was agreed that the phone call would come from the mayor.
The council discussed the issues that were requiring letters being sent namely dogs and semi-truck parking on streets. The council discussed making an ordinance to address semi-parking and abandoned vehicles at next council meeting. The council agreed to call residents first and then send a letter if nothing is changed.
Item #3 Animal control issues-dogs routinely running at large on 900 West with complaints from two different residents.
The neighbors have been talking with each other about the problems. The council discussed that this problem is all over town and has been a problem for a while. The mayor will call the dog owners and try to resolve the issues.
Item #4 Review and possible approval of year-end bonuses for employees.
Mike says that bonuses are good especially when the wages are not high. Joe was against bonuses because of rumors he heard. The mayor explained that the bonuses are determined by the health of the budget and have been a set rate in the past with everyone getting the same bonus. Brydi had ideas for how to determine bonuses and the council discussed them. The council would like to revisit the way bonuses are determined in January's meeting.
Brydi made a motion to give a $400 bonus to the full time employee and $200 each to the two part-time employees. There was not a second.
Kallon made a motion to keep the bonuses the same as last year, $400 for each employee with the council revisiting this item next year. Kristen seconded the motion and agreed that it needs to be revisited. A roll call vote was taken. Kallon voted yes. Brydi voted no. Kristen voted yes. Joe voted no. The vote was tied. The mayor voted to break the tie. Michael voted yes. He wants to revisit this item in January. Second motion carried.
Item #5 Review bills and approve for payment
Kallon made a motion to pay the bills. Joe seconded the motion. A roll call vote was taken. Joe voted yes. Kristen voted yes. Brydi voted yes. Kallon voted yes. All were in favor. Motion carried.
Item #6 Council reports
Joe didn't have a report.
Kristen reports that planning and zoning meeting was cancelled in November.
Brydi reports that the rec district is looking into getting batting cages. The mineral lease money is going to the complex projects. There is an opening on the rec district board for an at large member.
Kallon reports that the county is getting five million on the solar panels and hopefully that will help the towns.
Michael says he appreciates the opinions of the council and likes how the council works together. The council discussed details of the Christmas party.
Item #7 Adjourn meeting
Joe made a motion to adjourn the meeting. Brydi seconded the motion. All were in favor. Motion carried. Meeting adjourned.
