JOSEPH TOWN PLANNING COMMISSION MEETING
October 29, 2019, 7:00 p.m.
PRESENT:
Secretary Peggy Smith
Commission members: Melba McCombs, Doug Nowell, Brent Parker, Edward Payette,
Guests: Zach Leavitt,
The meeting was held at the Joseph Community Center and called to order by Chairman Ed Payette at 7:00 p.m.
APPROVAL OF MINUTES: Minutes of the meeting of September 29, 2019 were read by Peggy Smith. Motion: Melba motioned to accept the minutes, seconded by Ed, and passed unanimously.
BUSINESS:
Agenda Items: Open House Review
The open house review of August 27 addressed and got responses to the following:
Would you like to see Joseph continue to be a rural agricultural community? The response was unanimously in favor and will remain the same in the updated General Plan.
Should the annexation boundaries be adjusted? If so, where? Annexation boundaries should not be adjusted and we don't want to annex north and south. If annexed, it would bring in some revenue, but we would have to provide more services.
Do you agree with the community's vision statement? If so, why? If not, why? Yes, we agree, but we need enforcement to maintain that.
What suggestions do you have for town ordinance enforcement? Code enforcement equals a tax increase. We have the spring town clean up and also collect scrap iron with that income going to the cemetery fund. (Planning commission discussion suggested that we partner with another town that has an enforcement officer and trade places with their officer. This eliminates having to take enforcement on your neighbors. Zak added that enforcement usually has do be done once or twice a year.)
Would you support the creation of housing for those with moderate incomes? The consensus was most would support it, but it has to fit the standard of our town and not become dilapidated as the Elsinore Addition became.
Should Airbnb's be allowed in town? If so, how many? The consensus is that at this time, Airbnb's do not increase any revenue in taxation except for the Flying U and the Old Church Reception Center.
What type of businesses should be encouraged to develop in Joseph? Small, local businesses were listed and taxes was the focus of many of the responses.
Should an additional water storage solution be explored? The consensus was that it would be good to look at.
Should the feasibility of a sewer system continue to be explored? This has been tried before and shouldn't be again.
Miscellaneous Discussion:
Under the transient room tax of resident's homes, an Airbnb can charge if the municipality passes an ordinance and then can collect taxes. Therefore, it is recommended that Airbnb's be required to have a business license.
It is suggested that two public forums be held, as per Zach Leavitt. Our first open forum was very informative and we can hold just one or hold another. Motion: Peggy motioned that we do not hold a second open forum. Motion seconded by Ed and passed unanimously.
'General Plan update schedule. We will now begin to run thru the adoption process as soon as the General Plan is reviewed by all and final changes are made. We will then continue working with Zach and the Six County Association of Governments on asset inventories and improvement plans in order to line us up for funding sources.
ADJOURNMENT: Motion: Melba McCombs motioned to adjourn at 8:23 p.m. Motion seconded by Peggy and the meeting was adjourned.
