Description/Agenda
Town Council Meeting November 7, 2019 Minutes PRESENT: Jared Campbell, Mayor Jesse Campbell, Doug Nowell, Marty Anderson, Lani Levie, Madaleen Bingham, Steve Healey, Mike Naiser PRAYER: Doug Nowell PLEDGE OF ALLEGIANCE: Haley Obray MINUTES: Troy motioned to accept the minutes as read, Doug seconded the motion. All were in favor. MAYOR UPDATES: FYI the bond for the Recreation Center that was up for a vote in this months elections didn't go through. ROADS: The Town did get their water meter back from Hales. Mike Naiser was here to update us on the road project. Steve went around with them and made sure all the holes in the asphalt were patched that needed it. The shoulder work has been done. Everything has been crack sealed. There are a lot of cracks. There were a few different concerns from councilman and town members. Mike said to let him know about them and he will address them and talk to Hales. The mayor and Jared said 200 East is washboardy. Mike said he would drive it and get back to us. Cemetery: Madaleen Bingham and Lani Levie came and asked if the council would ok giving Twila Owens Block 6 Lot 14 Spaces 4-8 for all of her 15 years of volunteer work with the cemetery. This Block was turned back over to the town and Twila was interested in purchasing it. Madaleen and Lani thought it would be nice to give to her or sell at a discounted price. The council agreed she has done a lot and they were thankful for all of Twila's work, but did not want to put a price tag on her service. They were concerned that because there are so many that have served and will serve that they can't do it for one person and not others. Marty mentioned he had inquired about buying lots before the prices went up, but had to wait until the committee knew what lots were available and had to pay the new $200.00 price for a space. Madaleen mentioned that there are 2 burial in the Block and a baby that they aren't sure where is buried. She's not sure if anyone will want to buy this Block for that reason and that would be a good reason to just give it to Twila. Jared suggested that we sell her two spaces and close the rest of the block, in hopes not to dig up the baby. It was decided to give Twila the option to buy all 5 spaces for $200.00 a space. Jared motioned and Marty 2nd it. All were in favor. PLANNING COMMISSION: Peggy asked that a reminder be sent out to the town to not put garbage in the recycling bin. A message was sent by email and text. Jared suggested we take it away for a month to detur people from dumping garbage in it. The Mayor suggested moving it up by the shed. Possibly putting it behind lock and key and having people have to come get a key or just having it open during the day and locked at night. It was decided to move it up by the shed and see what happens. Jim Ownes needs a letter from the town saying he hasn't put fill on his property. He is trying to get off the flood insurance. No one on the council knew if he had it filled or not so no one wanted to sign their signature. The mayor said he would go talk to him and explain the council's concerns. WATER: Dale Uden would like an additional water meter put in at his house. He wants it behind the canal that is on his property. He would like to take it off the pipe going up the road to the Blythe house. The council's concern was that the pipe going up to the Blythes was put in as a favor and that it needs to be moved back down to the original line that is the towns. The council did not see any problem with him putting another line in as long as he paid the $3500 for the installment and impact fee. The Blythes meter needs to be moved back to the main line. Jared said that the town needs to look at an increase on the water bills this year and a percentage every year after that so that we can maintain our water system. He also suggested encouraging customers to go paperless so that it wouldn't cost the town so much each month. He said we could give them until June and if they don't want to, they can pay for the price of the stamp and cards. Jared said these concerns need to be addressed and he would like to have an increase by the beginning of next year. PARK: The Green tractor needed a new fuel line and WJ Ag could repair it for $200.00. The mayor said do it. He was also concerned about the WJ Ag property and how much stuff has been brought onto it. He said he would talk to them about cleaning it up. He said an agreement was made when the business license was signed that they would keep the property in order and clean. BUILDING: The annual town council dinner and decorating was scheduled for 5:00 pm before the town council meeting December 5th. And the town Christmas party will be Monday 23, 2019 at 6:30 pm. MISCELLANEOUS: Doug motioned to pay $25.00 to the SS Seniors Citizens Center and also the $25.00 for the Sub for Santa/Toys for Tots. Troy 2nd the motion. Marty motioned to adjourn the meeting, Jared 2nd it. All were in favor.
