Motion by Chair Syme to close the Public Meeting and open a Public Hearing.
The Utah State Legislature met in special session on Monday, September 16, 2019, and adopted the Medical Cannabis Act with SB 1002. This state law impacts cities and towns. If the City does not adopt this regulation it could be allowed in all zones, not just the ones that are regulated. Chair Syme asked for public comment:
Public Comments:
Pam Harrison, resident, said she has worked very hard to ensure that medical cannabis is allowed in Utah. She also stated that she is very much in favor of maintaining the agricultural flavor of our City.
Christine Steinquist, a hemp advocate, addressed questions from the Commission regarding the cannabis regulations.
Chair Syme closed the Public Hearing and re-opened the Public Meeting.
4. Discussion/action on Public Hearing.
Staff stated that this ordinance complies with the state law to provide for cannabis production in agricultural and manufacturing zones, and excludes it from the residential R-15 or R-20 Zones.
Mr. Meyerhoffer expressed concern over allowing cannabis production. Mr. Morris advised that he feels it is in the City's best interest to follow the state law in this matter.

This property is zoned M (manufacturing) and the developer desires to construct two buildings on this parcel for an office/warehouse. Staff does not have the memorandum from the City Engineer at this time. Staff reviewed the staff report.
Chair Syme does not approve the rear of the building facing 1200 West. He feels this is inconsistent with the requirements of the Municipal Code for front facing buildings.
Mr. Brady said that it is not the intent of the business to turn its back on the community and that the front is consistent with the City requirements. Commissioners debated the front facing of the building. Staff was asked to make a proposal that strengthens front facing requirements.

Motion seconded by Mr. Tobias. All in favor, none opposed.
9. Commission and staff follow-up.
Chair Syme would like to see a change regarding front street facing buildings property, and feels that the Commission should consider what is best for the community rather than the developer. He feels strongly that in the future the front of the building must be required to face the road in any commercial development.
Staff noted the subdivision in progress. Staff indicated that closure of 1200 West for the reconstruction project is coming to an end, as the final concrete was poured today and will be opened after the concrete cures in about two weeks. Staff discussed a recent fire that took place in the Industrial Park on 17th Street.
Staff reminded the Commission of the annual Christmas Party which will be held on December 19, 2019.
