APPROVAL OF MEETING MINUTES Minutes of City Council Meeting - November 19, 2019 9.2. ANNUAL MEETING SCHEDULE 2020 It is recommended that the Council review and adopt the proposed City Council meeting schedule for 2020. 9.3. APPOINTMENT TO BOARDS AND COMMISSIONS Appointment to the CARE Advisory Commission - Spencer Rands Appointment to the Summerfest Committee - Andres Wiest and Shelly Seastrand Reappointments to the Arts Council - Barry Merrell and John Reinhard 9.4. ORDINANCE - Amending City Code allowing City Manager to appoint department specific records officers. The City Recorder and Deputy City Attorney recommend amending section 2-26-14 of the Orem City Code, allowing the City Manager to appoint department specific records officers. 10. SCHEDULED ITEMS 10.1. MAYOR PRO TEM - January through June, 2020 Mayor and Council will appoint a Mayor Pro Tem to serve January through June, 2020. 10.2. MOTION - Adopt Orem Voter Participation Area Map The City Council will establish the Orem Voter Participation Area (VPA) map. Presenter: Jody Bates 10.3. RESOLUTION - Fiscal Year 2018-2019 Audit The City Manager recommends the City Council, by resolution, accept the Fiscal Year 2018-2019 audit as presented. Presenter: Brandon C. Nelson, CPA 10.4. RESOLUTION - Establishing a Community Renewable Energy Goal The City Council will consider a resolution establishing a community renewable energy goal. Presenter: Jenna Albers 10.5. ORDINANCE - Enacting Article 12-9 of the Orem City Code (Rental Dwelling License) and amending Section 21-1-3(B)(1)(a)(1) to require that bills for water service be in the name of the owner The City Manager's Office recommends that the City Council, by ordinance, enact Article 12-9 of the Orem City Code (Rental Dwelling License) and amend Section 21-1-3(B)(1)(a)(1) to require that bills for water service be in the name of the owner. Presenter: Steven Downs 11. COMMUNICATION ITEMS 11.1. MONTHLY FINANCIAL SUMMARY - October 2019 For Review 12.
