The Utah Board of Oil, Gas and Mining meets Wednesday, December 11 at 1 p.m., in the auditorium of the Department of Natural Resources building located at 1594 W North Temple in Salt Lake City. The Division of Oil, Gas and Mining will conduct a Briefing Session at 1 p.m.: 1. Oil and Gas Program Legislative Audit Review 2. Proposed Board Hearing Schedule for 2020 3. Other 4. Next Month's Agenda and Division Calendar 5. Opportunity for Public Comment The Board will hear the following Matters at 2 p.m.: 1. Docket No. 2019-024 Cause No. RMNRL-2019-01 - In the matter of Formal Rulemaking to amend the Mineral Program rules pertaining to Suspension of Operations, rules: R647-1-106, R647-2-102, R647-2-115, R647-3-101, R647-3-102, R647-3-113, R647-3-117, R647-4-102, R647-4-117, R647-4-121, and R647-5-101 of the Utah Admin. Code. 2. Docket No. 2019-021 Cause No. 139-168 - In the matter of the Petition of Vetar Energy G.P. for a hearing to determine why Riviera Operating, LLC, f/k/a Linn Energy Holdings LLC, Riviera Resources, a spin-off from Linn Energy, Inc., has not paid oil and gas royalty proceeds due for two (2) wells, the White 1-23C5 well and the White Trust 3-23C5 well, located in Section 23, Township 3 South, Range 5 West, Duchesne County, Utah. (This matter was continued from the October 23, 2019, Board hearing. The Division will report to the Board on the results of investigation and negotiation of this matter.) 3. Docket No. 2019-022 Cause No. 196-46 - In the matter of the Request for Agency Action of WESCO OPERATING, INC. for an order establishing a special drilling unit for the Cane Creek Unit 12-2-26-19 horizontal well for the production of oil and associated gas and hydrocarbons from the Cane Creek Clastics comprised of portions of Sections 11 through 14, Township 26 South, Range 19 East, SLM, Grand County, Utah. 4. Docket No. 2019-025 Cause No. 139-169 - In the matter of the Request for Agency Action of ALTAMONT ENERGY OPERATING LLC for an order amending the Board's orders in Docket No. 2019-006, Cause No. 139-163 and Docket No. 2018-005, Cause No. 139-154, and establishing one overlapping 2,560-acre Section Line Unit for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch (Colton) Formations in Sections 1, 2, 11 and 12, Township 2 South, Range 2 West, U.S.M. all in Duchesne County, Utah 5. Docket No. 2019-026 Cause No. 007-15 - In the matter of the Notice of Agency Action by the Utah Division of Oil, Gas and Mining seeking an order: (1) Authorizing the Division to seek penalties against SPENCER K. BARTON in a civil proceeding; (2) Forfeiting the reclamation bond provided by Spencer K. Barton for the Academy #1 Well; and (3) Authorizing the Division to use the amount forfeited to plug and reclaim the well secured by this surety which is located in Emery County, Utah, Township 20S Range 7E, Section 15. (This matter has been continued to the January 29, 2020 Board hearing.) 6. Docket No. 2019-027 Cause No. 194-03 - In the matter of the Request for Agency Action of WESCO OPERATING, INC. for orders authorizing the flaring of gas from the Blue Hills Gas Plant located in the SW1/4SE1/4 of Section 20, Township 23 South, Range 19 East, SLM, Grand County, Utah. 7. Docket No. 2017-013-A Cause No. RO&G-2017-01-A - In the matter of Formal Rulemaking associated with the 2017 and 2018 legislative amendments concerning forced pooling. (The Board of Oil, Gas and Mining will review written comments submitted up until 5:00 p.m. MST and then deliberate and vote to adopt the final version of the proposed compulsory pooling rules, amend the proposed rules and/or take any further and additional action allowed under applicable Utah rule, statute and/or regulation.) 8. Docket No. 2017-013 Cause No RO&G-2017-01 - In the matter of Informal Rulemaking associated with the 2017 and 2018 legislative amendments concerning forced pooling and the need to initiate rulemaking on other emerging matters, including but not limited to, rulemaking on operatorship designation. (The Board of Oil, Gas and Mining will receive public comment and input on the proposed scheduling orders submitted by the Division of Oil, Gas and Mining regarding informal rulemaking pertaining to operatorship and horizontal drilling, and vote on issuing a final scheduling order to guide the informal procedures pertaining to these matters.)
