Housing Authority of Salt Lake City Meeting Location: 1776 South West Temple Salt Lake City, Utah 84115 REGULAR MEETING Monday, November 25, 2019 11:00 am - 1:00 p.m. then Site Tours Board of Commission Members Dave Mansell, Commissioner Chair Brenda Koga, Commissioner Vice-Chair Palmer DePaulis, Commissioner Les Sparks, Commissioner Cindy Gust-Jenson, Commissioner David Litvack, Commissioner Vacant, Commissioner One or more Commissioners of HASLC may participate via telephonic conference originated by the Executive Director and within the meanings accorded by Utah law, the Meeting may be an Electronic Meeting, and the Anchor Location shall be located at 1776 S. West Temple, Salt Lake City, Utah. In compliance with the Americans with Disabilities Act, persons requesting special accommodations during the meeting should notify HASLC not less than 24 hours prior to the meeting. New Business A) RESOLUTION # 725-2019 approving 'Payment Standards' for FY2020 thereby setting rent structures for the Housing Choice Voucher (Section 8) Program (attachments) - Director of Section 8 / 7 minutes B) RESOLUTION #726-2019 authorizing execution of documents related to the HUD Rental Assistance Demonstration program (RAD) for the conversion of the Rendon Terrace property from HUD 'Public Housing' into RAD Project Based Vouchers (PBV) assistance (attachments) - Deputy Executive Director / 15 minutes C) AUTHORIZE write-offs of uncollected debt for Tenant Account Receivables for multiple past accounts in 2017, 2018 and 2019 in the combined amount of $132,658.36 (attachments) Acting Finance Director, Deputy Director, Controller / 15 minutes D) AUTHORIZE execution of an amendment, by way of a Certificate of Inclusion, to the existing Service Agreement between HASLC and First Step House for service at Valor Apartments utilizing new grant funds (attachments) - Director of Homeless Programs / 6 minutes E) DISCUSSION regarding the 2020 PHA Annual Plan for submittal to the U.S. Department of Housing and Urban Development (attachments) - Deputy Executive Director / 6 minutes F) DISCUSSION and general guidance regarding a new local initiative to house or more stably shelter approximately 50 homeless individuals over the next few weeks. - Executive Director, Director of Homeless programs/ 20 minutes 7. Closed Session The Board will consider a motion to enter into Closed Session. A closed meeting may be held for specific purposes including, but not limited to: a) Discuss Strategy with Respect to Purchase/Sale of Real Property b) Discuss the Character, Professional Competence, or Physical or Mental Health of Individuals c) Discuss Strategy with Respect to Pending or Reasonably Imminent Litigation Two cases A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act.
