MONA CITY COUNCIL MEETING OCTOBER 22, 2019 MEETING CALLED TO ORDER AT 7:30 P.M. BY MAYOR WILLIAM M. MILLS LOCATION: 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen - Councilmember Katrina Long - Councilmember -Absent Jay Mecham - Councilmember Frank Riding - Councilmember Micheal Stringer - Councilmember GUEST: Amy Stanley, Jaialy Warner, Andrew Riding ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer City Recorder, Tony Openshaw Green Waste Manager & Road Maintenance, Jonathan Jones Water Facilitator OPENING PRAYER: Councilmember Micheal Stringer APPROVAL OF SEPTEMBER 08, 2019 MINUTES: Councilmember Randy Christensen moved to make a motion to accept the minutes of October 08, 2019 as written. A second was made by Councilmember Micheal Stringer. The vote was unanimous, Motion Carried. Councilmember Katrina Long was absent for the vote. (1st Motion) PLANNING AND ZONGING: No Report DELEGATIONS: Greg Ogden, CPA /Springville Utah, Mona City's auditor came before the council to present Mona's internal audit. Mr. Ogden started with the City of Mona's management letter dated June 30, 2019. Schedule of Findings and Questioned Costs: 2019-1 CONDITION The City exceeded the amount of expenses budgeted in the capital projects fund by $21,142. CRITERIA State Law requires that fund expenditures/expenses be limited to the amounts budgeted. MONA CITY COUNCIL MEETING OCTOBER 22, 2019 CAUSE The city initially didn't plan to spend any amount from the capital projects fund. During the year $21,142 was spent to complete the asphalt around the new Town Hall. The budget was not amended to reflect these costs. EFFECT The city's budget is its legal spending limit. By exceeding the fund budget they have exceeded their legal spending limit. RECOMMENDATION I recommend that the budget be adjusted each year to ensure that it is not overspent. RESPONSE - MONA CITY We will be more careful to budget account transfers if such transfers are made in the future. We will also have a public hearing as required. Greg also mentioned when he was here a month ago the Utility Billing collection was falling behind again, however when he came back a month later, a significant improvement had occurred, letters were sent to customers who were behind in their utilities, the mayor met with several of the citizens and help them with a plan where they would be able to pay more than a month's worth of a utility bill to get them caught up. Mr. Ogden emphasized how important it is for the city to keep the utility billing collections current. He said he encourages the city to help the customers plan and not get behind a year's worth of outstanding utility bills. Try to keep ahead of it to keep reducing the billing collections. There was a question on the Appreciation Funds in regard to the sewer funds. Greg brought the council's attention to page 23 in the Annual Financial Report for the year ended June 30, 2019, and brought their attention to the Sewer Fund. Page 23 breaks down each Proprietary Fund; Water, Sewer and Natural Gas: Operating income, Operating expenses, net operating income (loss), Non-operating income (expense), and change in net position. Greg thanked the Mona City Budgetary staff along with the mayor and city council for their support in the annual internal audit and added if questions come up, feel free to contact him. Attached is the City of Mona's Management Letter and the Annual Financial Report, both dated for the Year Ended June 30, 2019 and will become a permanent part of the minutes for public viewing. SECRETARY/TREASURER/ RECORDER REPORT: Secretary/Treasurer Michelle Dalton brought the council's attention to a staff dinner/party on November 22, 2019 at 6:30 in the Community Center. The dinner will be catered by Cow Camp Catering. City Recorder Lyla R. Spencer up dated the process on the Barnes Bullet Annexation, telling the council she has published the annexation petition for three weeks in the Times News, Nephi Utah, they are now in the protest period, a public hearing will be held on Tuesday MONA CITY COUNCIL MEETING OCTOBER 22, 2019 November 12 at 7:30 p.m. in the Mona City Council Chambers prior to the regular scheduled council meeting to grant or deny the petition; if the council grants the petition, the council by ordinance annexes the area. If for some reason the council denies the petition the city council must, within five days of the denial, send written notice to the contact sponsor, the Boundary Commission, and each protesting entity. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking, dated 10/09/2019 to 10/22/2019; Everd asked the council if there were questions on the disbursement list. There was one question on line items; check # 3799 in the amount of $1,250.00, issued to VRW Construction Service. There were six (6) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. COUNCIL BUSINESS: There were no Fence Permits or Business Licenses presented. Mayor William Mills presented Resolution #2019-2 requesting admission to the Public Employees Retirement System to be adopted and approved by the council and then asked for a motion to adopt Resolution #2019-2. Councilmember Micheal Stringer moved to make a motion to adopt by Resolution admission to the Public Employees Retirement System, with a second by Councilmember Jay Mecham. The vote was unanimous, motion carried. Councilmember Katrina Long was not present for the vote. (2ndMotion). Mayor Mills then presented the Gas System Operating & Maintenance Plan to be adopted by a motion, asking for a motion to move forward on the plan. Councilmember Frank Riding moved to make a motion to adopt the Gas System Operating & Maintenance Plan with a second by Councilmember Randy Christensen. The vote was unanimous, motion carried. Councilmember Katrina Long was not present for the vote. (3rdMotion). Councilmember Frank Riding gave an update on the council work shop in regard to the direction Mona City wants to go on the recreation programs. Councilmember Randy Christensen will be attending a CDBG meeting with Six County; November 14 in Richfield. Councilmember Christensen is inviting Melinda Matheson as a liaison for Mona City's Recreation Program to attend the meeting with him on October 24th in Manti for the outdoor recreation grant program. He is receiving estimates for the cost of the water tanks. Councilmember Jay Mecham had concerns in reference to a small drop off/gap on the east side of the new basketball court, fearing it may cause injuries if someone slips or trips on it. The mayor will have Tony check it and shovel fill in dirt to fill the gap. Mayor Mills gave an update on the crossing guards. As soon as their background checks are complete the sheriff will begin training. It will cost $3500 to repair the Mona Sign that was destroyed. Mayor Mills has asked Michelle to check on the city's insurance to see if they will pay for the repair on the sign. MONA CITY COUNCIL MEETING OCTOBER 22, 2019 Mayor thanked all those who participated, planned and took part in the ribbon cutting for the new basketball court and Fall Festival. FYI: There were four (4) Motions voted upon and passed, a Motion to approve the Minutes for September 08, 2019 as written, a Motion to approve a Resolution requesting admission to the Public Employees Retirement System, a Motion to approve the Gas System Operating & Maintenance Plan, and a Motion, to adjourn this meeting of October 22, 2019. PAY FINANCES ADJOURNMENT: Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn at 7:59 p.m, a second was made by Councilmember Micheal Stringer, the vote was unanimous, motion carried. Councilmember Katrina Long was not present for the vote. (4thMotion) The city council meeting was then adjourned with no further comments.
