PRAYER: Jared Campbell
PLEDGE:Doug Nowell
MINUTES: The Minutes were read, Jared motioned to accept them Doug seconded the motion, all were in favor.
Mayor Updates:Mayor, Doug, and Ed attended the Sevier Strategy Preparation Meeting. It was an introductory to what FEMA was doing to prepare for pre disaster circumstances and what funding was available. If you did not attend you could not apply for FEMA help. The town is working with Zach with 6 counties to see in what areas we need help and what we need to work on in case of potential hazards. One concern that was brought up was the Elsinore water line being on the West mountain, and us being on a fault line. Ed wanted to verify exactly where the fault lines were. Doug thought that the town had mitigated most of the supply line with HDP pipe, and that the only problem we would have is the pipe under the freeway where it joins back up to PVC pipe in town. Our buildings and spring could be disrupted.
Spencer Cox came and visited. There were about a dozen people who came to meet him. He visited for about 45 minutes.
PLANNING COMMISSION: The county commissioners came to inform our town about the upcoming election and the Recreational center that will be voted on this election on November 5th. They wanted the correct information out there, because there is a lot of incorrect information circulating. Malcom Nash presented the building plans, the amount of the project and. Richfield city's interest is for replacing their swimming facility, Snow College is interested in it for building student life, and the county 's interest is for creating more recreational activities. It would be located on Sevier College campus next to the 911 center.
There will be a leisure pool, a competition pool, a kiddie pool. This was the trigger for the whole project because the current pool in Richfield is old and needs to be replaced. It is a multi use facility with rooms that Snow College South can use, also a weight room area, a track for walkers.
Richfield city will own the center, but it will be operated by a technical use agreement similar to the SVC center now.
Construction cost is $21-24 million dollars. Richfield is willing to pay $8 million half of that through CIB loan, half in a grant money. The County will pay $7 million, half through CIB and half through grant. The college will be going to the legislature for their part of the construction. Private funding is being sought after also. This price is for construction only, not operation.
There is a lot that has to happen before the building can be built. First the bond election has to be approved. If this happens CIB loans and grants have to be approved. Applications were sent in earlier this week. In November or December the presentations will be made to the CIB board. If the CIB portion is approved, the Legislature will do their thing starting probably in March. All these need to be approved. Before building can start.
Taxpayers are paying for the SVC currently $580,000 a year. That loan will be up in 2021. At which time taxes will go down, but would be raised again for this project. Taxes for building the center will be 10 yrs for county and 30 yrs for Richfield, for an amount of $400,00 a year.
There will be another tax that would be indefinitely an extra $5-6.00 a year just for operation. Taxes will be based on the size of businesses and homes.
The forecast of what it will cost to run the center is $800,000 a year and the revenue will be $300,000. The deficit of $500,000 will partially be covered by Richfield city using what money they use for their current pool, for the new center. Sevier county and Snow College have agreed to pay $125,000 each on an annual basis for the rest of the cost.
The commissioners also informed us of the general census that is coming up. It happens every 10 years. The census will be hiring people to go from door to gather information from people for the census and get exact addresses. Many people were missed last time. This information is a good opportunity for grant money for our county.
Gina Nowell and Madaleen Bingham came with an update with the happenings in the cemetery. They are currently talking with Ricks monument to get the first group of headstones from the Adopt-a-Grave fundraiser, engraved and set at the cemetery. The committee is also waiting to hear from Monroe City, who is waiting to hear from their lawyer, to what is the correct way to advertise old lots to the public. This is to find out if there are any family members left alive interested in their ancestors old lots. The next option would be to turn them back to the city.
The committee also asked that a new rule be made to not allow any glass containers be allowed in the cemetery. It is a safety concern for Steve. He has had trouble with a lot of broken glass and is also concerned about hitting and breaking one with the weed wacker.
The lawn mower needs a new part, but it's old enough that they don't have the correct part to fix it. Troy wondered if it was something that could be made. Steve said we could try. Mayor asked if Allen still fixed mowers. Jared suggested instead of mowing around the roads, to pull a mesh chain link around to knock down the weeds and save on wear and tear on the lawn mower. Steve said it's hard to pull that around stop signs and garbage cans and get everything.
The Halloween Carnival will be on Monday October 28th, because that is when Randy and Laura Obray are available to make donuts.
The Cove Water Project is buying water from Joseph to build the new well for Cove water. Hales hasn't' brought the towns water meter back. Mike will get ahold of them first thing in the morning, and if they don't, the town will bill them for a new one.
Mike had an update on the road project. Hales over extended themselves this year . They will be here Monday to do the shoulders on the roads and seal coat 200 east and the other roads that are planned on. To be able to chip seal the temp needs to be over 70 degrees. It was decided to crack seal now and then wait until spring to finish with the chip sealing. Even though the first payment is due in January. The other benefit is the loan will accrue interest.
There is a tree hanging over the road by the Hatch home and trees across the street from the Alvey home. They are a hazard to the drivers and the town. Jared said that Richfield and Monroe send letters to customers asking them to take care of the problem or the town will take care of it and send them a bill. Jared will get a copy of the letter for Haley. The concern is that Hatch has said he would sue the town if they did anything. Bids were received for trimming the trees Garrett Parsons was the lowest at $800.00. The council felt it would be better to have it hired out instead of having Steve do it because of these reasons. Also the tree is way up there.
The new owners of the Flying U came to a planning commission meeting with their copy of the rules for the campground. Quiet time is from 10 pm to 6am. They are going to keep to these rules unless the town changes their ordinances. They are willing to work with the town. The planning commission is almost done with the General Plan and then they will start looking into those ordinances.
Jared Motioned to adjourn the meeting Troy seconded the meeting. All were in favor
