Elwood Town Council Meeting
September 10, 2019
The Elwood Town Council met at the Elwood Town Hall, 5235 West 8800 North, Elwood, Utah, at 7:00, September 10, 2019. The following members were present consisting of a quorum.

WELCOME
ADMINISTRATION
Councilmember Nelson was absent.
Minutes for Aug 13, 2019 town council meetings was presented for approval.
Councilmember Pace made a motion to approve the minutes for Aug 13, 2019. Councilmember Griffin seconded the motion. The voting was unanimous in favor of the motion.
Item#1 Nuisance Ordinance-Mayor Nelson asked Gina to look at other nuisance ordinance. This one is from Garland City, I would like you to look over it and have the Planning Commission look at it as well.
Item#2 Elwood Drainage District-Mayor Nelson stated that Elwood Town is working as we are the district, when things happen the town is being called. Elwood citizens are paying for the drain lines to be fixed. Mayor Nelson stated that he would like to dissolve the district and have the town take it over. The district don't cover all the drain lines in town anyways. The Mayor asked the council to think about it, the council agreed to look into.
Item#3 Darren Herbst-Irrigation Culvert issue-Mr. Herbst approached the town council regarding an irrigation culvert, he stated that it got smashed and he can't get his water. Mayor Nelson said he met with him and looked at the culvert and he wants to move it and that would require him to cut the road. Mayor Nelson stated that the homeowner is reasonable to replace the culvert and the road and put it back to our standards. Mayor Nelson also suggested to talk to his neighbor and ditch company to get approval to move the culvert and the head gate. The council is ok with him moving it or replacing the culvert.
Item#4 Planning Commission- Judd reported to the council, the planning commission have a public hearing regarding the animal ordinance they got real good feedback from the public. Mayor Nelson asked them to define what a farm animal is and the point system is not going to control the waste. Councilmember Pace asked them to drop the word special on the title in the ordinance. Judd stated that Elwood Crossing still in working on the process. Mayor Nelson thanked him for his work.
Item#5 Animal Control Report-Hagen had nothing to report.
Item#6 Sheriff's Department Report- Officer Blauer was not present.
WATER
Mayor Nelson asked Gina to report on the information regarding a secondary water system. Gina stated that Tremonton said their project was 7 to 15 million and there was no grant money out there for the secondary water system at this time.
Steve Woerner had nothing to report.
SEWER
Steve Woerner had nothing to report.
PARKS AND RECREATION
Nothing to report.
ROADS
Steve Woerner stated that on 8000 north there is a lot of cotton woods and most of them are dead. One fell over and went across the road, Mayor Nelson stated we might have to remove some of the dead trees.
Mayor Nelson reported that he was not happy with the paving job on 10000 north and he met with the company and they were going to figure something out.

Councilmember Howard had nothing to report.
OTHER
Councilmember Pace made a motion to close the town council meeting. Councilmember Howard seconded the motion and the remaining council agreed.
Councilmember Griffin made a motion to open the executive session. Councilmember Howard seconded the motion and the remaining council agreed.

Councilmember Pace made a motion to adjourn, Councilmember Griffin seconded the motion and the remaining council agreed. Meeting was adjourned at 8:26p.m.
