BICKNELL TOWN COUNCIL MEETING
PUBLIC HEARING - BUDGET REVISION
3 OCTOBER 2019
7:00 P.M.
I. ROLL CALL
Mayor Noreen Johnson called the roll at 7:00 p.m. Council members present were: Kerry Stevens, Weston Johnson and Brian Brill. Brigg Blackburn came a little late. Connie Durfey was present to record the minutes. Scott was excused. Gregg Anderson, Mark and Bekkah Petree were also present.
II. PUBLIC HEARING - REVISION OF BUDGET 2019-2020
Mayor Johnson opened the public hearing and explained that the town needed to add the Memorial Fund/Project to the budget. The estimate of the amount of money to be received through donations is $170,000, and the estimated expenditures will be $150,000. The Memorial Fund Committee requested the town put up some money for a donation from the town. The council discussed an amount to be donated to the project. Kerry made the motion for the town to donated $15,000 towards the project. Weston seconded, all ayed. Mayor Johnson asked if there were any comments or question about the Memorial Project. No comments were made. Mayor Johnson closed the hearing.
III. APPROVAL OF MINUTES
The minutes of 5 September 2019 were reviewed. No corrections were made. Brian made the motion to approve them. Kerry seconded, all ayed.
IV. BUSINESS
Mike Petree - Business Applications and Sign. Mike and Bekkah Petree
have purchased the Otis Schmidt property on main street. They would like to open a coffee shop/art gallery on the main floor with a room in back for clients to produce varied art objects. They hope to be open for business in April 2020. They would also like to put a sign on their building and wanted to know what the regulations for the town are. The sign ordinance for the town is old and does not address specific types of signs, just says they can't be over 10' x10'. The Petree's will bring in a picture of what the sign will be like before it is approved and installed. The council was mainly concerned with safety issues for pedestrians passing by. The Petree's assured the council the sign will be securely anchored to the building, probably putting it on the north east corner of the building. The Petree's would also like to have a license for a Short-term rental on the upper floor of the building, as Mr. Schmidt previously had. The Petree's had an application for each of the businesses. After some discussion the council agreed to approve the applications for the businesses. Brian made a motion to approve them, Kerry seconded, all ayed. The Petree's thanked the council and excused themselves.
Election Judges. The Bicknell Town elections will all be done by mail this year, no ballots will be at the town hall on the 5 November 2019. Ballots will be mailed to each registered voter. Said voter will have to mail their ballot to the town, or put it in the box at the town hall by election day. Judges need to be appointed to count the votes. Connie suggested the following people as judges, as they have had previous experience: Elvon Jacobs, Cindy Ellett, and Kathy Woolsey. Kerry made the motion to appoint said ladies as the election judges. Weston seconded, all ayed. Connie will send them a Certificate of Appointment for Poll Worker, which they will have to return to the town with their Acceptance of Appointment and Oath.
Building Permit. There was an application for a building permit from David Love to do some renovations inside his building at 140 W Main. Eric Torgerson, the inspector, had signed the application. The council looked over the application. Kerry made the motion to approve the permit, Brian seconded, all ayed.
V. MEMBERS REPORTS.
Mayor Johnson. As Scott is not here, Mayor Johnson reported the mountain springs are producing 53 gallons a minute. The tank is full. The first water sample taken this month did not pass, so Scott had to take another one, it passed. The irrigation water will be turned out of the system on 15 October 2019. Scott will be told to winterize the town park when he returns.
Mayor Johnson informed the council that if they want to put in an application for grant money from CDBG they would have to attend a meeting in Richfield at the courthouse on either the 23rd or 24th of October 2019. The council has no projects in mind, at this time, so they will not pursue this money.
Mayor Johnson reported there is a Pre-disaster Meeting to be held at the Community Center in Bicknell on 9 October 2019 at 5:30 p.m.
Mayor Johnson asked Brigg to get a price on a propane tank for the generator. Right now the town is renting one at the monthly price of $37.50.
Mayor Johnson reported Eric Torgerson, the building inspector, has shut down Chad Roderick several times from constructing his garage for not having things to code. There was a lots of discussion about who's responsibility is it to enforce said shut down. Mayor Johnson will contact the League of Cities and Towns to see if she can get some answers.
Mayor Johnson said the irrigation pump motor is still working and sounds okay to her, but the council should probably have the purchase of a new motor in the budget for next year. One can be acquired within a week, if it should quit.
Connie. Connie received a phone call and email from Denise Henson. She represents the MPNHA (Mormon Pioneer National Heritage Area) association. The have a Marketing Opportunity for a telephone app that would allow travelers passing through our area to access historical information about our town on their phone. This app would cost the town $1500 a year, or $750 with matching funds. More information about the app can be found at www.storyroadutah.com. The council will look at the information on the website, but did not commit to purchasing the app. The few historical places we have in town are right along main street, and are visible to anyone passing through. The council also felt the price was too high.
Kerry. Kerry wanted to know if there was any asphalt patching mix left. There are still some big pot holes in town that need to be filled. Mayor Johnson told him there is more asphalt patch. She said she instructed Scott to fill the holes before leaving town, apparently he missed some. He will be instructed to fill the holes as soon as he gets back.
Brian. Brian's brother-in-law has numerous items in a storage shed and wants to know if he needs a permit for a garage sell. The council told him no permit was needed.
Brigg. Brigg had a building permit application for an office building for Blackburn Propane, Inc. The council looked it over. Kerry made the motion to approve it, Weston seconded, all ayed. Brigg will need to get it approved and signed by the building inspector before construction can begin.
Financial. A list of the bills were presented to the council for payment approval. Brian made the motion to pay them, Brigg seconded, all ayed.
Council members were given a copy of the budget revenues/expenditures for 9/30/2019 with their minutes.
