MONA CITY COUNCIL MEETING OCTOBER 08, 2019 MEETING CALLED TO ORDER AT 7:30 P.M. BY MAYOR WILLIAM M. MILLS LOCATION: 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen - Councilmember Katrina Long - Councilmember Frank Riding - Councilmember Micheal Stringer - Councilmember ABSENT: Councilmember Jay Mecham GUEST: Brett Ludlow, Stephen Ludlow, J.Mickleson, Kyle Lynn, Amy Stanley, Robert Williams ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer City Recorder, Lynn Ingram Planning & Zoning, Jonathan Jones Water Facilitator, Tony Openshaw Street Supervisor, Chad Phillips Gas & Water Operator OPENING PRAYER: Mayor William M. Mills APPROVAL OF SEPTEMBER 24TH, 2019 MINUTES: Councilmember Katrina Long moved to make a motion to accept the minutes of September 24, 2019 as written. A second was made by Councilmember Micheal Stringer. The vote was unanimous. (1st Motion) PLANNING AND ZONING: Planning and Zoning Chair Lynn Ingram presented their monthly meeting agenda, held Wednesday, October 2, 2019 as follows: Discussion and Possible Action Item; Ralph & Donna Street - Accessory Building Permit at 265 N. Main Street. Ingram told the council they have met all their requirements and he would like to recommend the council vote in favor of issuing the Streets an accessory building permit. Councilmember Frank Riding moved to make a motion to issue the Streets an accessory building permit at 265 N Main Street with a second by Councilmember Micheal Stringer. The vote was unanimous, motion carried. Councilmember Jay Mecham was not present for the vote. (2nd Motion) Steve Ludlow with Priority Homes presented a concept subdivision plan to build 25 homes across the tracks, south of the power plant and Houweilings. The address is approximately 700 S & 350 W. Councilmember Long asked if there will be an HOA. Steve Ludlow said there will not be an HOA, the CCR will be recorded. MONA CITY COUNCIL MEETING OCTOBER 08, 2019 Mayor Mills asked for a motion to accept the Steve Ludlow/Priority Homes concept plan to build a subdivision with 25 homes at approximately 700 S & 350 W. Councilmember Micheal Stringer moved to make that motion to approve and accept Priority Homes concept plan to build a subdivision consisting of 25 homes as stated above, with a second by Councilmember Frank Riding. The vote was unanimous, motion carried. Councilmember Jay Mecham was not present for the vote. (3rd Motion). John Samuelson came in for an accessory building permit; location is 165 S 30 W. Ingram told the council Samuelson has met his requirements and recommended the council approve an accessory building permit as stated above. Councilmember Randy Christensen moved to make a motion to issue an accessory building permit to John Samuelson as stated above, with a second by Councilmember Katrina Long. The vote was unanimous, motion carried. Councilmember Jay Mecham was not present for the vote. (4th Motion). Kyle Lynn came in for an accessory building permit; his location is 390 E, 200 N. Lynn was approved upon contingency that all his needed paper work is met. Councilmember Katrina Long moved to make a motion to approve the accessory building permit for Kyle Lynn at 390 E 200N as stated above, with a second by Councilmember Micheal Stringer. The vote was unanimous, motion carried. Councilmember Jay Mecham was not present for the vote. (5th Motion.) Jens Mickleson came in for a digging permit, after some discussion of whether the permit would be permissible for neighbors in certain locations in the city, the council then approved a digging permit for Mickleson. Councilmember Frank Riding moved to make a motion to approve a digging permit for Jens Mickleson with a second by Councilmember Katrina Long. The vote was unanimous, motion carried. Councilmember Jay Mecham was not present for the vote. (8th Motion). DELEGATIONS: Mayor William M Mills presented Chad Phillips Mona City's new full time Gas and Water Operator employee to the council for approval. The mayor asked for a motion to accept the employment of Chad Phillips as stated above. Councilmember Katrina Long moved to make a motion to approve the employment of Chad Phillips as Mona City's Gas & Water Operator, with a second by Councilmember Randy Christensen. The vote was unanimous, motion carried. Councilmember Jay Mecham was not present for the vote. (6th Motion) Jonathan Jones Water Facilitator presented an update on the water system, telling the council things are going well. He said they are working on proposals for the well. Chad Phillips will go on line to certify for his new position with the city. A digital meter to test the chlorine in the water, should he purchase it? SECRETARY/TREASURER/ RECORDER REPORT: City Recorder Lyla Spencer reminded the council candidates of the Financial Campaign Report that is required to filled out. The financial campaign law is the Utah MONA CITY COUNCIL MEETING OCTOBER 08, 2019 Code reference 17-16-6.5. If this report is not filled out the candidate will be disqualified from the race. Spencer also presented Resolution No. 2019-1 to cancel Mona City's municipal general election for election year 2019, with the voting date November 5, 2019. Mayor William M. Mills asked for a motion to cancel Mona City's general election for election year 2019, with the voting date November 5, 2019. Councilmember Randy Christensen moved to make a motion to cancel Mona City's general election for election year 2019, with a second by Councilmember Micheal Stringer. The vote was unanimous, motion carried. Councilmember Jay Mecham was not present for the vote. (7th Motion.) DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking, dated 09/25/2019 to 10/08/2019; Everd asked the council if there were questions on the disbursement list. There was one question on one line item; check # 3753 in the amount of $15,397.00, issued to WADE DRILLING & PUMP SERVICE. There were six (6) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. Everd reminded the council and those present Greg Ogden Mona City auditor will be presenting the city's yearly audit on Tuesday October 29th. COUNCIL BUSINESS: There were no fence permits or business license applications to review. Councilmember Katrina Long updated the upcoming One on One Basketball and Ribbon Cutting for the new court. The date is Saturday October 12 from 9-4, this function will be in conjunction with Mona City's Fall Festival, also on that date the Mona City Library will have its Grand Opening. The pumpkin judging contest will be approximately 2:00 p.m. Councilmember Micheal Stringer found an old Mona City entrance sign and asked what the council wants to do with it. Councilmember Randy Christensen will be attending training for Six County Disaster Program on Thursday October 10 in Nephi City; he will gather information and share with the city council. Councilmember Frank Riding: New signs for the park are ready. Mayor's closing comments: There have been two applicants for the school crossing guard position. The sheriff department will train the applicants. Mayor was wondering if the crossing guard signs are ready. The city needs to purchase a few new stop signs; reflective signs would be a good. Mayor said some of the old signs are faded and need replacing. MONA CITY COUNCIL MEETING OCTOBER 08, 2019 FYI: There were nine (9) Motions voted upon and passed, a Motion to approve the Minutes for September 24, 2019 as written, a Motion to approve an accessory Building Permit for Ralph & Donna Street, a Motion to approve a concept subdivision plan for Priority Homes, a Motion to approve an accessory building permit for John Samuelson, a Motion to approve an accessory building permit for Kyle Lynn, a Motion to approve Chad Phillips' employment a Motion to approve Resolution #2019-1 to cancel Mona City's election for election year 2019, a Motion to approve a digging permit for Jens Mickleson, and a Motion, to adjourn this meeting of October 08, 2019. PAY FINANCES ADJOURNMENT: Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn at 8:36 p.m, a second was made by Councilmember Micheal Stringer, the vote was unanimous, motion carried. (9th Motion) The city council meeting was then adjourned with no further comments.
