Torrey Town Planning and Zoning Commission Minutes of October 2, 2019 Meeting - Draft 5:00 PM Torrey Town Hall 1. Roll Call - Commissioners present: Mary Bedingfieldsmith, Amanda Brown, Don Gomes, Aaron Jensen, Richard Jensen, Tracy Potter, Carrie Torrey - Town Council Liaison: Pearl Thorndal-Stewart (excused) - Public present: Kathy Bowling, John Bowling, Dallyne Crowton, Dave Crowton, Darrell Mensel, Ann Torrence, Dayanna Varney 2. Approve minutes of September 18, 2019 meeting - It was moved by Tracy and seconded by Don to approve the minutes. - Motion passed. 3. Review subdivision plat for Dallyne Crowton - Dallyne presented her request for a planning and zoning signature approving the split of her property in the Rainbow Rim subdivision. - John and Kathy Bowling spoke against the approval based on the requirements of the subdivision's CC&Rs. - It was explained there is no provision in Torrey Town's ordinances that prevents the split. And Torrey Town's responsibility is to follow town ordinances and does not play a role in enforcing CC&Rs. - It was moved by Aaron and seconded by Carrie to approve the split of the property and to sign Dallyne's document. - Motion passed. 4. Zoning discussion continued - The commission reviewed the remaining sections of the new proposals to the zoning ordinance. - The revisions can be seen in the attached Draft Two. - There will be the following meetings to further the ordinance drafting process: o October 24 - two open house sessions (noon and 6:30 PM at the town pavilion) Tracy will talk to Dustin about getting the heat going. Mary will ask Colleen to put the announcement in the water bill. o November 14 - Affordable housing presentation to the town council. (Mary will ask Claudia if she is able to do that and if she could present at the open houses.) o November 20 - 5:30 (winter hours) P&Z regular meeting: revise ordinance draft to reflect comments gathered at the open house sessions. o December 4 - Public hearing on zoning ordinance at regular P&Z meeting (5:30 PM) o December 12 - Present draft of zoning ordinance to town council for approval 5. Other - Nothing else was brought up. 6. Comments from public - Occurred during the meeting. 7. Next meeting October 17, 2019 - 6:30 PM - Torrey Town Hall - This is a change of date, moving from the regular meeting date of Wednesday, October 16 to Thursday, October 17 - It was moved by Aaron and seconded by Tracy to adjourn the meeting. - Motion passed.
