September 12, 2019 The regular meeting of the Cleveland Town council was held at the public safety building located at 130 W Main in Cleveland, Utah, on Thursday, September 12, 2019 at 7:04 pm. Those in attendance were Mayor Michael Taylor and council members Kallon Cowley and Kristen Vose. Joe Wandell and Brydi Sharp were absent. The meeting was opened with the pledge. A motion was made by Kallon and seconded by Kristen to approve the minutes from August's meeting. All were in favor. Motion carried. The meeting was opened to public comment. Jessie Ward who lives at 80 S 100 E addressed the council about her neighbor overwatering her lawn which caused Jessie's basement to flood. She also says that the tree limbs and weeds are a property on her neighbor's property. The council agreed to send a letter of violation to the neighbor and will have the secondary water shut off. Item #1 CVSSD General Obligation Bond election presented by Jacob Sharp Jacob had previously informed the council that he would be late. This item was skipped. Item #2 Cleveland Days wrap-up The celebration was overall a success. The money raised from firework sponsor and fundraisers was not enough to cover the entire cost of the fireworks. The council will look into other firework providers next year in an effort to save money. Item #3 Review and possible approval of Policies and Procedures for Finances and General Management of Cleveland Town The council was emailed the information. A motion was made by Kallon and seconded by Kristen to approve the policies and procedures. All were in favor. Motion carried. Item #4 Review bills and approve for payment Kallon made a motion to approve the bills for payment with a second by Kristen. A roll call vote was taken. Kallon voted yes. Kristen voted yes. To make a quorum, the mayor was the third vote and voted yes. All were in favor. Motion carried. Item #5 Council reports Kallon and Kristen didn't have reports Mike talked with Pattie Hansen about a semi parking problem on 400 W. He would like a letter sent out to the homeowner about not parking on the street. There is another problem with semi parking on 200 W and a letter will be sent about that also. Mike also suggested that the dumpsters not be locked anymore. It was suggested that all the council members take turns locking and unlocking to ease the burden and to ensure that it gets done. The council revisited item #1 Jacob Sharp instructed the council about the bond proposal that will be on the ballot in November. The bond allows the service district to advance each town by doing improvement projects such as curb and gutter, retaining walls, water treatment plants and such. Without the bond, the service district would be an operation and maintenance district only and would not progress. Our taxes would not increase because we are paying for a previous bond already. This would just lengthen the amount of time we pay the bond. Item #6 Adjourn meeting Kallon made a motion to adjourn the meeting which was seconded by Kristen. All were in favor. Motion carried.
