III. BUSINESS
Memorial Project. Mayor Johnson showed the council the proposed drawing of the Memorial Project. The council liked the drawing. Steve Albrecht and members of the committee have been working hard on securing donations for the project. The projected final date donations will be accepted will be 15 October 2019. The total is hoped to be around $100,000, then the committee will apply for matching grants. The total donation right now is $73,683. The total cost of the project is estimated at $150,000. By 15 November 2019 the committee hopes to have the finalized information for the engravings, with the complete list of veterans, to Richfield Monument. The committee is hoping for a dedication date of 4 July 2020.
IV. MEMBERS REPORTS.
Mayor Johnson. Mayor Johnson reported the mountain springs are producing 59 gallons a minute. The tank is full, but not overflowing. Scott told Mayor Johnson the motor for the irrigation pump is making a different sound, it may be getting ready to quite. A new motor would be about $2600. Adding freight cost, the total would be between $2800-3000. The motor is approximately 20 years old. Hopefully it will get us through this season. Scott took the lawnmower up north to be repaired. It was fixed, but it is old. A new lawnmower should probably be put on the budget for next year.
Mayor Johnson informed the council that UDOT turned down our grant for sidewalks from the Middle School to the High School. They said they wanted the money to go for projects with more students involved.
Mayor Johnson talked with Kelly Chappell, engineer for Ensign Engineering, about the update on the application for the ECWAG grant. He said USDA is just sitting on the town's application. He said he would keep calling them several times a week, and suggested the mayor do the same. Mayor Johnson has been calling, but she is not able to make contact with Pam Snedeger. Her calls have not been returned. She will keep trying. The council is quite frustrated, and hopes USDA will either approved the application or give the town a definite no, so they can move on.
Cassie Snedeger confronted the mayor about getting the town to put in new sidewalks at the Post Office. When Mayor Johnson looked at the sidewalk, she realized it was the area for handicap parking. It is not on the town's or even the state's property, it is on the property of the owner, Jan Ellett. She told Ms. Snedeger she would have to contact Mr. Ellett about the repair needed.
Brigg. Brigg wanted to know the town boundaries on the west of town by Jackson Excavation's old shop. Blackburn's Propane is wanting to put in
a new office. After looking over the map, it was determined the area which is being considered is within the town boundaries. Brigg took a building application with him.
Brian. Brian reported the water from the sprinklers are hitting the new bathroom door at the park, and it is ruining the door. Scott will be asked to adjust the water so it is not hitting the door, hopefully it is not beyond repair. The council agree to have the porta potty at the park removed the end of this month, Kendal Williams will be informed of that.
Financial. A list of the bills were presented to the council for payment approval. Kerry made the motion to pay them, Brian seconded, all ayed.
V. ADJOURNMENT
Weston made the motion to adjourn at 7:55 pm, Brigg seconded, all ayed.
