A. Salary Policy - Councilor Rydalch
Councilor Rydalch emailed the Council a copy of Mountain Regional's salary policy. The policy also includes how overtime is paid. Mayor Woolstenhulme would like the Council to read over the policy and make it applicable to Oakley City.
Councilor Hoggan asked if the City had an employee handbook. Tami indicated that the City only had the policy and procedure book in the office. Councilor Hoggan stated that the City needed one. She will be in charge of putting one together; it will include a vehicle policy and a purchasing policy. Once the handbook is created all employees will be required to read the book and sign a paper acknowledging having received it.
Councilor Rydalch also brought up the fee schedule for the City. He stated it really needed to be reviewed and possibly charge a membership fee to use the arena. Councilor Wilmoth has been working on the fee schedule. Councilor Rydalch volunteered to help with the fee schedule.
B. Update on planning items - Tami
Tami wanted to give an update on the Wheelwright's application for a rezone. Councilor Smart, Councilor Frazier, Tami and the Wheelwrights had met to review their application. At the meeting it was discussed that the Wheelwright's would give up 23 feet of property along Weber Wild Road and along Pinion Road. In return they would like 3 lots of density. There weren't any deals made in the meeting. The meeting was a way to review what would be allowed in the code and what they were entitled to. The Wheelwrights would discuss this with their attorney and would make application for a public hearing when they were ready.
Mayor Woolstenhulme asked Stewart Campbell if he had a topic he would like to discuss. Stewart wanted information about any trails going along the river. Mayor Woolstenhulme stated that nothing had been decided. The property owner would have the final say if a trail would go through their property or not.
