Minutes of Oak City Town Board Regular Meeting
held August 15, 2019
The meeting was held at the Oak City Town Hall beginning at 8:20 p.m.

The meeting began at 8:20 p.m.
Council person Monica Niles was not in attendance.
The following agenda items were considered:
A. Invocation. The invocation was given at the Public Hearing preceding this meeting.
B. Adopt Agenda.
Dave moved, seconded by Craig, to adopt the agenda as written. Roll Call Vote: Mayor Christensen- Aye. Dave-Aye. Craig-Aye. Warren-Aye.
C. Adopt Minutes of Town Board Regular Meeting held July 18, 2019. Dave noticed several typos in the Minutes.
Craig moved, seconded by Dave, to adopt the Minutes as amended. Roll Call Vote: Mayor Christensen-Aye. Dave-Aye. Craig-Aye. Warren-Aye.
D. Discussion on Renting a Trailer Within Oak City Limits/Trevor Finlinson. Trevor owns a trailer located at 80 West 200 South. He would like to fix it up and rent it out instead of having it just deteriorating. He is trying to keep things as private as possible for the neighbors next door to the trailer. He wanted to know what the rules and regulations would be if he were to rent out the trailer. He has talked to Oak City Planning and Zoning Chairperson, Charles Chamberlain, and found out about the water issues and some other information.
The Council discussed this. It is a modular trailer located next to Trevor's house and has been living quarters in the past. The Mayor explained however; that there would have to be some kind of written permission in order for Trevor to split the water connection between the house and the trailer. The trailer is grand fathered in as to some issues but where it has not been used for many years, it might not be usable and other issues would come into play. One of these issues is that the State has issued new requirements on septic tanks where the party has to have enough property to do an entire new leach field if necessary. The Mayor mentioned that this issue needs to go before the Oak City Planning and Zoning Commission. Their next regular meeting wouldn't be until October 1st but a special meeting could be called.
Karen Lovell, Town Clerk, will set up a meeting of the Planning and Zoning Commission for a discussion on Trevor's trailer issue and the Town Council will consider their recommendations at the September Town Board Meeting.
E. Oak City Days Discussion.
April handed out updated Oak City Days fliers. She went through some of the last-minute details with the Council. One being that the party presenting the $20,000 Cement Plant donation to the Town, would like to have an official ceremony at 12:00 p.m. on Saturday the 17th, as part of Oak City Days, to present the donation to the Mayor on behalf of the Town. This will be set up.
There will be no hot air balloon after all, due to weather issues.
F. Adopt Proposed Tax Increase.
Craig moved, seconded by Craig, to adopt the proposed tax increase of 19.97%. Roll Call Vote: Mayor Christensen-Aye. Craig-Aye. Dave-Aye. Warren-Aye.
G. Public Comments. Karen reported that Garth Finlinson had contacted her wanting to look into the possibility of annexing some property that he owns above Oak City proper. She recommended he attend this meeting but he wasn't able to so Karen reported on his behalf. Karen presented a map Garth had given her to show the exact location of the property. The Council looked at the map and didn't see any real concerns with annexing the 6.2 acre piece of property. Karen will tell Garth to go ahead and obtain an Annexation Application and he will have to have the area surveyed if he has not already done so.
H. Financial Report/Departmental Reports. The Financial Report was Read and Approved by Board Action.
Craig Dutson.
Got blades for the mower.
Have received the driver feed back signs. Will be getting them in soon.
The Town's mule is not ready for use for Oak City Days and it is truly needed. Nathan will contact Jarod Baker to see if he can fix it in time.
Have had Robert Jacobs doing some tree limb removal. Will be doing the rest after Oak City Days.
Warren Rogers.
Had three burials last month for Elaine Olson, Gary Roper, and Linda Phillips.
Shirley Roper actually ended up owning six plots. He has reserved three of them and will look at locating the other three later.
There was a problem while digging the grave for Linda Phillips and the dump truck got stuck due to the ground being so wet. Warren apologized to Nathan Nielson, Town Employee, as Warren changed things last minute and Nathan didn't know about the changes.
Plat F, at the Cemetery, needs a major review. Hopefully, Jeff Lyman, past Council person over the Cemetery, could help with this. The problem being that the headstones are actually not located where the Map says they are.
Last month, the Mayor asked Warren to have the headstone for Autsin and Meredith Lovell moved if possible. This has not been done yet but Warren did talk to Austin and Meredith and made sure it was okay with them to move it.
Dave Steele.
Had a short power outage due to a transformer at the Steven Nielson property on Canyon Road. Dave replaced the fuse and it blew again so he had Flowell Electric replace the transformer. Dave and Flowell are still looking at what should be done on the transmission line on Main Street and going up and down 2nd North.
Monica Niles.
Monica was not in attendance and had left no report. However; the Mayor mentioned that Monica and Robert, her husband, have done a lot of work in the Town Hall this past month and he appreciated their efforts.
The Mayor would like to get permanent coat hangers for the Hall coat racks.
I. Miscellaneous. Tom Nielson was going to try to get a couple of the benches, that were discussed at the July meeting, in before Oak City Days but this is not going to happen. The Mayor will get together with Tom and decide where and how to place the benches.
