JOSEPH TOWN PLANNING COMMISSION MEETING
August 27, 2019, 7:00 p.m.
PRESENT:
Secretary Peggy Smith
Commission members: Melba McCombs, Wilda Moosman, Doug Nowell, Brent Parker, Edward Payette, Terry Smith
Guests: Zach Leavitt, Stacey Payette,
The meeting was held at the Joseph Community Center and called to order by Chairman Ed Payette at 7:00 p.m.
APPROVAL OF MINUTES: Minutes of the meeting held July 30, 2019 were reviewed by commission members and passed acceptance unanimously.
BUSINESS:
- Agenda Items:
- Scott Santos: Mr. Santos requested approval of a building permit for a shed on property purchased on 100 West, just north of the Larry Gay sheds and corrals. This property is only one-half acre, smaller than the required one-third acre providing room for a septic tank as required. Ed Payette reminded Mr. Santos of a previous conversation three to four months earlier in which Ed advised him this was not a large enough piece of property for his plans. The commission suggested Mr. Santos go to the Central Utah Pubic Health Department (CUPHD) and request a variance to allow him to proceed on this piece of property. It was also suggested that he purchase some more acreage next to his piece to meet the minimum one-third requirement.
- We discussed the referral to the CUPHD and regardless of their decision, we need to follow the rules of the Town of Joseph. Motion: Wilda motioned that we follow our current rules of one-third minimum acreage. Motion passed with all in favor except for Melba, who is opposed.
- Included during the time of the monthly meeting, was the Open Planning Forum for citizens to have an opportunity to provide input into the updating of the General Plan. (See separate report on the Open Planning Forum.)
ADJOURNMENT: Motion: Edward Payette motioned to adjourn at 8:12 p.m. Motion seconded by Wilda and the meeting was adjourned.
