Description/Agenda
BICKNELL TOWN COUNCIL MEETING PUBLIC HEARING 8 AUGUST 2019 7:00 P.M. I. ROLL CALL Mayor Noreen Johnson called the roll at 7:00 p.m. Council members present were: Weston Johnson, Brian Brill. Brigg Blackburn and Kerry Stevens came a little late. Connie Durfey was present to record the minutes. Scott was present to make his report. Gregg Anderson, Ellen Anderson, Carolyn Mattingly, Richard Mattingly, Chad Roderick and Taralyn Roderick were also present. II. PUBLIC HEARING - ANNEXATION ORDINANCE Mayor Johnson opened the meeting for the Public Hearing. Ellen Anderson, Chairperson of the Planning/Zoning Commission, explained the proposed ordinance to those present including issues concerning water. The town has had an annexation ordinance, but it has not been in compliance with State laws. This new ordinance is in compliance and is part of the General Plan for Bicknell. When there was no more discussion or questions Mayor Johnson closed the hearing. III. APPROVAL OF MINUTES The minutes of 11 July 2019 were reviewed. Brigg made the motion to approve them. Weston seconded, all ayed. IV. BUSINESS Chad Roderick, Building Permit. Mr. Roderick wants to build a garage which would attach to his house on the east side. The current ordinance states the side set back is 25' for a dwelling, Mr. Roderick has a 10' set back on his plans. He has discussed this earlier in the week with Mayor Johnson and she told him she could not make a variance on the set back, that Mr. Roderick would have to come before the council with his request. The Planning/Zoning Commission is beginning work on updating the building ordinance for Bicknell. The one is current use was made back in the 1970's and a little revision was done in the 1990's. The town is considering changing their set back footage to the same as the counties', which is 12' feet from the property line on the side. There was considerable discussion about following ordinances as written, and the headaches it causes when changes are made. Mr. Roderick had pictures of others in town that have received variances in the past under different mayors and council. Beings the town is planning on changing to a 12' side set back in the near future, Brian made the motion to grant Mr. Roderick's request for a variance with the set back of 12' instead of 10' as per his plans. Brigg seconded, all ayed. Connie gave the Roderick's a bill for the permit. The Roderick's thanked the council and excused themselves. A building permit application for David Moosman for a pole shed was viewed by the council and approved. Annexation Ordinance Adoption. The council discussed the ordinance and Weston made the motion to adopt the ordinance, Brian seconded. Kerry, Brian, Brigg, Weston, and Mayor Johnson all voted in favor of the adoption of the ordinance. Memorial Project. Members of the committee for the Memorial project are: Steve Albrecht, LeAnn Albrecht, Shannon Robertson, Talmage Moosman, David Brinkerhoff, Kathy Woolsey, Scott Woolsey and Mayor Johnson. The Albrecht's have made a detailed plan of what they had in mind, including granite stones with history and such carved on the stones. Their estimate of the project is around $100,000. The light pole which is a the memorial site will have to stay where it is, but Garkane Energy will put a light on it and some on nearby poles to light the area. The committee is having a meeting next week, on the 15th, and will go over the plans and come to a decision of a completed plan, then this will be presented to the town council for approval. Mayor Johnson reported the grant Adus Dorcey helped the town apply for is for $18,000 for the project. Mayor Johnson explained the project to the town people on the 24th of July at the town park and asked for them to consider donating money, time, or equipment to help with the project. The town has already received some donations. A separate bank account has been set up for the Memorial Fund. Zack Leavitt, from Six County Government, will help the town apply for matching grants for money donated. Town Hall remodeling project. Mayor Johnson has only received one bid from any of the contractors contacted. It was from Preston Hanks. It was for about $5200, this does not include a new desk and equipment that will also be needed. The town budgeted $10,000 for the project. The Anderson's and the Mattingly's excused themselves from the meeting. IV. MEMBERS REPORTS. Mayor Johnson. Mayor Johnson reported the financial statements from Bicknell Town were given to USDA for the ECWAG grant application, but she has not heard anything from them. Kerry. Kerry was concerned with water runoff from the Robert Matheny property on 1st south. Since they started using their irrigation water, the run off has made a huge puddle in the street, which is eroding the road. Mr. Matheny will be approached and asked to reduce the time the water is on, and not water the ground until his sod has been placed. Hopefully, this is just a temporary issue. Brian said he would talk to Jamie Pace, who is placing the sod and other landscaping on the property. Brigg. Brigg was concerned about the pot holes in town, which have not been filled yet. Scott has not been to Lowe's in St. George to pick up the mix yet. He usually gets a pallet, which is 50 bags @ 50 lbs. each, about 2500 lbs. total. Loa Town has used a mix by NAPA. Scott will talk with Matt, the Loa maintenance man, and see how that mix has held up. The product from Lowe's in St. George has been excellent. Arrangements will be made to get some mix one way or the other. Scott's Report. The mountain springs are producing 72 gallons a minute. Last month's water sample was good, he hasn't taken the one for this month yet. The generator at Brinkerhoff Spring is all set up to automatically turn on every Monday morning at 10:00 am to keep it functioning properly. No water has been pumped from the Brinkerhoff Spring, but the power bill was over $200 last month. Scott took a copy of the bill and will ask Garkane Energy why it was so high, there were several demand charges on it. Right now the irrigation pond is dry. Fremont Irrigation Co. is connecting its hydro plant. The water will be on/off for the next week. South Central has made a few leaks in water pipes in town with their work, but they have fixed them. The weeds along the streets have been mowed, and some of the streets swept. A tree was hit by lightning at the cemetery. Scott, with the help of Ryan Torgerson, removed the tree. All the decorative rock for the main street project has been installed. Heidi has been mowing the cemetery and parks in town. South Central should be finished with their project in the next 3-4 weeks. Financial. A list of the bills was presented to the council for payment approval. Kerry made the motion to pay them, Weston seconded, all ayed. V. ADJOURNMENT Brigg made the motion to adjourn at 8:5 pm, Brian seconded, all ayed.
