will be held in the Main Conference Room, Salt Lake City Department of Public Utilities, 1530
South West Temple, Salt Lake City, Utah, before the Salt Lake City Public Utilities Advisory
Committee (PUAC). The PUAC will accept public comments to consider a request to declare Salt
Lake City Department of Public Utilities (SLCDPU) owned property surplus. The property is
located at 5453 South Highland Drive, the section of said property is 69 square feet. Holladay City
has requested this conveyance as part of highway State Route Highland widening, known as
Project No. F-LC35(275). The City will require fair market value for the property as determined
by a MAI appraisal. The purpose of the public hearing is for the Public Utilities Advisory
Committee to hear public comment regarding the property transaction. For additional information,
please contact Karryn Greenleaf at 801-483-6769.
The rules of conduct were read by Ted Wilson. Karryn Greenleaf presented the surplus property
matter information as identified above. Holladay City is requesting to install a traffic pole and has
offered fair market value of $1,300 for the land. The chief procurement officer has been requested
to begin the surplus property process. The chief procurement officer, along with the director of
finance, has approved the waiver of competitive bid process, which allows the Department of
Public Utilities to sell the property directly to Holladay City without having to go out to the public
for competitive bid. Rusty Vetter added that this process began under a threat of condemnation.

Kent Moore asked for some clarification on where the Public Utilities owned well is located and
the location of the canal.
Ted Wilson asked for questions or comments. Public Utilities Staff recommended that the property
be sold and that it is helpful for Holladay City. No recommendation is required from the PUAC
and the matter is returned to the Public Utilities Staff.
Sewer Billing Adjustment - Kilgore Companies - Lisa Tarufelli
Lisa Tarufelli, Finance Director, forwarded a memo to PUAC members regarding the sewer
account adjustment for Harper-Kilgore. Laura Briefer commented that sewer billing is based on
the annual consumption of water. Some industries, like Kilgore, have a lot of water that is put into
their products that may not go into the sewer. There is an ordinance that allows the Department to
make adjustments to accounts based on what might be going into the product. These adjustments
must be approved by the PUAC.
Kent Moore mentioned that the letter that Public Utilities received from Kilgore makes a
compelling argument. Public Utilities staff is agreeable and will refund $14,000 that was
previously billed and adjust their billing going forward. This amount will not impact any projects
Public Utilities has budgeted.
Lisa Tarufelli explained that, if the refund is approved, the account will be reduced to the 25 percent
of the AWC that calculates and that will stay on will not accrue further. Lee Ware, from Kilgore,
indicates that the agreement is acceptable. A future option is for a meter will be installed at the cost
of Kilgore Companies.
Committee member Kent Moore moved, and Committee member Ted Boyer seconded the
motion to approve the adjustment to the account. All present voted in favor.
