- All members present have signed a conflict of interest statement.
4. Lighting Plan for the Saddlery: Travis VanOrden
- Travis VanOrden presented the Saddlery plans.
o This summer, they would like to build a fence around south portion of the property and place 5 lights on the fence - one on either side of the entrance to the parking lot, one on the southeast corner, southwest corner, and one between the southeast and southwest corner.
o A decorative wagon wheel will be mounted at each of the 5 points listed above. The light will be on the wagon wheel, at approximately 7 feet above the ground.
o The lights will be 40 watt lights that shine straight down. I added this on 08/05/19
o At this point, Tracy went down the list of requirements.
o The fixture is a full cut-off fixture.
o All lights will be located on the parking light side of the fence, pointed down.
o The top and sides will be completely opaque.
o The lens is inside the lower edge of the fixture.
o The color temperature will be 3000K or less.
o Currently, the Saddlery has the following lights
8 can lights at 750 lumens each 6000 lumens total
4 lights on the patio at 500 lumens each 2000 lumens total
2 100-watt lights on west side of building, which shine to the west. Travis plans to shield these. 3200 lumens
2 150-watt LED light on the front 5000 lumens
Top of Sign - 1500 lumens 3000 lumens of light inside sign. Brown sign reduces lumens
Bottom of sign -movable text - 3700 lumens due to reduced use of white LEDs and surface area of sign.
Currently using 21,400 lumens.
Allowed 31,722 lumens.
Current lumens 21,400 plus 5 new lights ? = ?
- Moved by Tracy and seconded by Richard to approve the Saddlery's lighting plan. Motion passed.
5. Zoning discussion
o Don will email some zoning information for use in the August meeting.
o We may need to create some small groups for in-depth study.
o Discussed the location of the commercial zone, which is currently drawn on a map showing the zone along the Highway 24 and on Center Street to 200 North.
o How far back should the commercial zone be?
o Does the town have a say in what happens zoning-wise, to land that touches the town's borders?
6. Sign discussion
- Presentation from subcommittee: Carrie and Tracy
o Described the field trip to see all of the signs in town and mentioned thoughts about various possibilities.
Questions about signs on fences, signs for multiple businesses on one property, signs facing east and west not directly facing the street.
Adjust ordinance to help business without taking away from town feel culture, without becoming cluttered.
And the 'culture of Torrey is the heritage and history from the past but also what we're creating now.
Regarding sandwich boards...whatever mechanism is used to hold the sign down in the wind should be removed when the sign is removed.
o More discussion at the August meeting.
