KAYSVILLE CITY COUNCIL MEETING NOTICE AND AGENDA Notice is hereby given that the Kaysville City Council will hold a regular council meeting on Thursday, September 5, 2019, starting at 5:30 p.m. in the Council Room of the Kaysville City Municipal Center, 23 East Center Street, Kaysville, UT. The regular City Council meeting will be held prior at 7:00 p.m., or as soon thereafter as the Strategic Plan Work meeting adjourns. STRATEGIC PLAN WORK MEETING - 5:30 PM CITY COUNCIL MEETING - 7:00 PM The agenda shall be as follows: 1. OPENING a. Provided by Council Member Dave Adams. 2. RECOGNITIONS AND PRESENTATIONS a. Parks and Recreation Department Report - Cole Stephens. 3. DECLARATION OF ANY CONFLICTS OF INTEREST 4. CONSENT ITEMS a. Approval of the minutes of the August 1, 2019 meeting. b. Approval of the minutes of the August 15, 2019 meeting. c. Approval of the minutes of the August 22, 2019 meeting. d. Approval of the minutes of the August 27, 2019 meeting. e. An Ordinance amending Kaysville City Code 2-2-1 regarding meetings of the City Council. f. A Resolution authorizing the City Council to meet at the Kaysville Recreation Center. g. Approval of a Purchase Order for professional services - Wilkinson Ferrari & Co. h. Approval of materials purchase, underground wiring, for the Power Department. i. Approval of vehicles purchase for the Public Works Department. j. Approval of inspection equipment for underground utilities for the Public Works Department. 5. ACTION ITEMS a. A Resolution to approve the sale of real property, and consideration of Earnest Money Agreement regarding 0.032 acres of property at approximately 743 West Old Mill Lane - Dominion Energy. b. Consideration of a Development Agreement and Rezone of 0.38 acres of combined property at 520 and 540 East 200 North from RD (Diverse Residential) to the RM (Multi-Family Residential) zoning district to include the PRUD (Planned Residential Unit Development) overlay zone - Brent Burningham. c. Request to Rezone 1.27 acres of property at 831 East 250 South from the R-1-8 (Single Family Residential) zoning district to the R-2 (Single and Two-Family Residential) zoning district - Flint Barber, representative of Jack and Elaine Palmer. 6. WORK ITEMS a. An Ordinance Repealing and Reenacting 7-4 of the Kaysville Municipal Code regarding Open Burning. b. Fiber Optic Discussion. 7. CALL TO THE PUBLIC (3 MINUTE LIMIT, MUST SIGN UP IN PERSON) 8. COUNCIL MEMBER REPORTS 9. CITY MANAGER REPORT 10.
