STATE RECORDS COMMITTEE MEETING Thursday, September 12, 2019 at 9:00 a.m. to 4:00 p.m. Utah State Archives Building 346 S. Rio Grande St. Salt Lake City, UT 84101 NOTE: The Chair may recess for lunch at 12:00 p.m. and may reconvene at 12:30 p.m. when there are three or more hearings scheduled. The order of the appeal hearings may be determined by the Chair. AGENDA HEARINGS: Daniel McMann v. Utah Department of Corrections: Requesting a fee waiver and access to investigation report and plea agreements of Orville Hastings. Gordon Thomas v. Utah Department of Corrections: Requesting access to current mental health diagnosis and his diagnosis from 1983. Patrick Sullivan v. Utah Department of Corrections: Requesting access to constructively denied LEB records related to List (index, glossary, table of contents) for all files, documents, reports, etc. stored in LEB Track for LEB Case No. 18-48604-CR and Case No. 18-48616-CR. Andrew Gulliford v. San Juan County: Requesting access to emails and attorney work product from Davillier Law Group related to Bears Ears National Monument. Kim Henderson v. San Juan County: Requesting access to emails and text messages sent to/from Steven Boos and Commissioner Maryboy on April 2, 2019 during a San Juan County Commission meeting. Jessica Miller (Salt Lake Tribune) v. BYU PD: Requesting access to emails sent to/from BYU PD and 7 staff members from 2011-2017. And all emails sent to/from BYU PD employee Aaron Rhodes and any Honor Code Office staff from 2011-2018. Karra Porter (Utah Cold Case) v. Beaver County Sheriff's Office: Requesting access to records related to the murder of Karen Lee Jarvis on or about 2/8/1998. WITHDRAWN/POSTPONED/DECLINED/ HEARINGS: Brady Eames v Cache County Corporation: Requesting an expedited hearing to appeal denied expedited response from Cache County regarding property contract #15320 and gov't crime and fidelity insurance contract #01-409-87-62. Withdrawn. Happy Morgan v. Moab City Police Department: Requesting access to witness statements in allegations against her client. Withdrawn. Patrick Sullivan v. Salt Lake County Sheriff's Office: Requesting a waiver for records regarding himself from 1980-2000. Declined. Ozwald Balfour v. Utah Sentencing Commission: Requesting access to 005-2019 Sentencing and Release Guidelines (excluding 2017). USC provided all responsive records that they maintained. Declined. Kimball Bennion (KUTV 2News) v. BYU PD: Requesting access to audio recording of interview with Mr. Bishop related to BYU PD investigation #17BY05023. Postponed. Corbin Volluz v. BYU PD: Requesting access to audio recording of interview with Mr. Bishop related to BYU PD investigation #17BY05023 and any other related records including emails, notes, documents, etc. Postponed. Paul Amann v. Unified Police Department of Greater Salt Lake (UPD): Requesting access to constructive denial by CAO for denied/redacted investigation records performed by Detective Dan Child that involved an envelope that was mailed to Barry Page in August 2015. Postponed.
