APPOINTMENT TO BOARDS AND COMMISSIONS Appointment to the Heritage Advisory Committee - David Halliday 9.3. MOTION - Acceptance and Certification of the 2019 City of Orem Municipal Primary Election The City Council, acting as the Board of Canvassers, accepts and certifies the 2019 Primary Election results. 9.4. RESOLUTION - Site Plan approval of Golden Corral located generally at 225 West University Parkway in the PD-5 zone. The Planning Commission recommends the City Council, by resolution, approve the site plan of Golden Corral located generally at 225 West University Parkway in the PD-5 zone. PUBLIC HEARING Consider public input on the proposed transfer of funds from the enterprise funds to cover general fund utility costs over and above administrative and overhead costs The City Manager recommends the City Council hold a public hearing to consider input from the residents regarding the annual proposed transfers from enterprise funds to the general fund in the FY 2019-2020 budget Presenter: Brandon Nelson 10.2. PUBLIC HEARING RESOLUTION - Adopting the Certified Tax Rate ORDINANCE - Adopting Budget for Fiscal Year 2019-2020 Following the public hearing: (1) by resolution approve the proposed property tax increase, and (2) by ordinance approve and adopt the budget for Fiscal Year 2019-2020, adopting compensation programs, adopt fees and charges, set the property tax rate, franchise tax, municipal energy sales and use tax, telecommunications license tax, transient room tax and E-911 fee rates. Presenter: Brandon Nelson 10.3. PUBLIC HEARING ORDINANCE - Enacting Article 2-37 of the Orem City Code pertaining to the creation of an Orem Arts District Review Board. The Planning Commission recommends the City Council, by ordinance, enact Article 2-37 Orem Arts District Review Board. Staff supports the Planning Commission recommendation. Presenter: Jason Bench 10.4. PUBLIC HEARING ORDINANCE - Amending Sections 22-8-8(B)(7) & 22-14-20(C)(3)(b) of the Orem City Code pertaining to minor site plan amendments along State Street. The Planning Commission recommends the City Council, by ordinance, amend Sections 22-8-8(B)(7) & 22-14-20(C)(3)(b) of the Orem City Code pertaining to minor site plan amendments along State Street. Staff supports the Planning Commission recommendation. Presenter: Jason Bench 10.5. PUBLIC HEARING ORDINANCE - Zoning Text Amendment for 22-11-35(L)(12)(b), amending fence height in the PD-22 zone. The applicant is seeking to change the fence height for public or private streets in the PD-22 zone from 4 feet to 6 feet. They are seeking to locate a daycare center on the site, and this would allow them to build a taller fence for the center's play and open areas. The fence will also need to meet clear vision requirements. The Planning Commission recommends the City Council, by resolution, amend 22-11-35(L)(12)(b) for fence heights in the PD-22 zone. Staff supports the Planning Commission recommendation. Presenter: Jason Bench 10.6. PUBLIC HEARING ORDINANCE - Amendment Sections 17-4-1; 17-5-1; 22-14-20(E)(1); and 22-1-5, Orem City Code pertaining to DRC Application expirations. The Planning Commission recommends the City Council, by ordinance, amend Sections 17-4-1; 17-5-1; 22-14-20(E)(1); and 22-1-5, Orem City Code pertaining to DRC application expirations. CITY MANAGER INFORMATION ITEMS This is an opportunity for the City Manager to provide information to the City Council. These items are for information and do not require action by the City Council. 13. ADJOURN TO A MEETING OF THE REDEVELOPMENT AGENCY OREM REDEVELOPMENT AGENCY - CITY COUNCIL CHAMBERS 14. RDA CONSENT ITEMS 14.1. APPROVAL OF RDA MEETING MINUTES Minutes of Redevelopment Agency Meeting - May 28, 2019 15. RDA SCHEDULED ITEMS 15.1. MOTION - Authorizing the Chairman of the Redevelopment Agency (RDA) to approve and execute a participation agreement with Canyon Park Tech Center The Orem RDA will enter into a participation agreement with Canyon Park Tech Center to provide $250,000 in financial assistance in the form of a tax increment financing (TIF) post performance incentive. The funds provide financial assistance for the cost of updating street lighting throughout Canyon Park and along 1600 N, 800 E, and 1200 N in Orem. The agreement formalizes the ongoing maintenance and financial support for the streetlights on Orem streets surrounding the park to be covered by Park owners. Presenter: Kathi Beckett 16. ADJOURN
