Welcome: Mayor Scott Chesnut welcomed the people and called the meeting of July 11th, 2019 to order at 7:00 pm. He stated that this was the regular scheduled monthly meeting and we would follow the agenda as is

Administrative Business.
Motion to approve the June 13 minutes with correction. Made by Doug Robinson Seconded by Pearl Thorndal-Stewart. All were in favor motion passed.
Financial report: Colleen Dudleston Treasurer. Financial packets handed to each member. This was a month of reports. Reports were sent to Workman Comp, Utah retirement State Tax and Federal tax and the State Transparency report. Two Credit card bills were selected by the council members; Colonial Flag and Sterling Codifier.
Motion to Accept and pay the bills. Made by Doug Robinson seconded by Bronson Oyler. All were in favor motion passed.
Apple days was successful and a thank you was given to Colleen and committee.
Maintenance Report. Dustin Oyler. The water Project is now complete. The tie in is complete and once we get states approval of the new water line, we can start the new operations. NRCS gave us the go ahead to start the rip rap project; this will begin on August 15. Dustin checked with Brian farm for a trailer with a deck on it for the bug sprayer. It will cost approximately 600.00. The council approved the purchase of the trailer. Doug Robinson made the motion and Bronson Oyler seconded it. All were in favor motion passed.
Council Reports
Bronson Oyler Roads and Cemetery Cemetery looks good. Jacksons Excavation has finished up the road in Sleeping Rainbow for now. 200 West needs chip seal. The mower, for the tractor needs to be replaced and Bronson is getting bids and will present them next meeting. The new one will cut a wider swath.
Water: Doug Robinson Dustin met with the engineer and received several suggestions as how to clean up and repair the area where the water line was installed. The finish up will be in about 2 weeks. The new spring will be developed spring of 2020. WHICH ONE?
Parks and Trees Pat Kearney Excused.
P&Z Pearl Thorndal-Stewart The sign ordinance is being review by the P&Z. Names were submitted for the volunteer liaison to help people wanting to start a new business in Torrey. The names are Sherry Clark, Diane Barrett, Harry Eubank, and Ted Winder. It was suggested that all be appointed. Mayor Scott Chesnut will contact these people. A packet of information will be given to the people who are interested in starting up a business. Paula the clerk, will be the first contact and will give the contact person and information to the people. The council would like the packet to be one of friendliness. The P&Z will come up with the packet. The new liaison people will need to be educated on the ordinances. Thanks, was given to the to town for the extra water for the month June, and the good job done on Apple Days.
Paula Pace Clerk. Follow up on Code Enforcer He will be here on the 23rd and will give a report on how things are coming along.
Water connections: Rod Torgerson, representing Orchards for a water connection. Because the Town water ordinance states that each property owner must apply for his own water connection when they are ready to build, the council voted to have each individual come in and apply for a water connection.
Allen Mc Gilvray was approved for a water meter hookup with just a spout. He will pay the impact fee of $3500.00. (Added correction Allen Mc Gilvray will pay the expenses to cross the road with his water connection) PP Motion was made by Doug Robinson and approved by Pearl Thorndal-Stewart. All were in favor Motion passed.
Shane Durfey. Would like water connections for 7 cabins on his property. Mayor Chesnut informed him it would be at least a year before any out of town commercial hookups would be released. The State will come in and assess our new water line and that will determine when and how many new water hookups would be available to the town.
Mayor Business: The Russian Olive, Chinese Elm and the willows by the Doug Robinson farm need to be eradicated. Dustin will continue to follow up on that project. We need to start saving up the B&C money for Chip and seal of the town roads. Mayor Chesnut also would like Dustin to gravel between the two power poles on Center street where the farmers market is held. Mayor asked Dustin to get a bid for gravel from Jacksons and Ron Moosman. A garbage can will be provided by the town for the farmers market. Also, benches will be provided by farmers market. On the 14th of Sept. a concert will be held on the Jamie Austin property and the road will be roped off. Discussion was heard on how to improve and coordinate Farmers Market and the Big Apple Days event on the same day. A work meeting will be held on August 8th at 6:00 to discuss changes or improvements to Big Apple days.
Motion to Adjourn was Made by Doug Robinson and Seconded by Pearl Thorndal Stewart All were in Favor Motion passed. Meeting adjourned at 8:13
