City of Aurora City Council Meeting July 15, 2019 Page 1 CITY OF AURORA CITY COUNCIL MEETING JULY 15, 2019 FINAL City Council Meeting- Mayor Daven Quarnberg welcomed everyone to the city council meeting at 7:00 p.m. Mayor Quarnberg informed the public that the time place and agenda of the meeting had been placed on the state notice website and provided to the Salina Sun newspaper via the state website notification system. Each member of the city council also received notice of the meeting and agenda at least two days prior to the meeting. The notice and agenda were also posted at the Aurora City Office Building, the US Post Office lobby and on the auroracity.org website. Clint Johnson offered an opening expression of choice. PRESENT: Mayor: Daven Quarnberg Council Member: Denton Mason Council Member: Jim Harrison Council Member: Andy Rasmussen Council Member: Kelly Mason Maintenance Supervisor: Dan Rasmussen STAFF PRESENT: Clint Johnson, City Recorder EXCUSED: Council Member: Nancy Kennedy VISITORS: Robin and Neil Anderson, Parker Vercimak, Deb Kelsey and Kelby Bosh 1- APPROVAL OF CITY COUNCIL MINUTES The Aurora City Council reviewed the minutes of the June 17, 2019 meeting where a minor change was made. Council Member Andy Rasmussen moved to approve the minutes as corrected. Council Member Kelly Mason seconded the motion. The motion was approved by Council Members Rasmussen, D. Mason, K. Mason and Harrison. City of Aurora City Council Meeting July 15, 2019 Page 2 2- OPEN SESSION- Aurora City residents Neil and Robin Anderson expressed to the City Council their concerns regarding the West Park Arena. Mrs. Anderson explained that on Sunday, July 21st Mr. Wallace Meacham had attempted to ride a new colt at the arena but because the gate was locked, Mr. Meacham got on the colt outside the arena and was quickly bucked off. The Anderson's felt that having the gate locked was unfair to all the citizens of Aurora. The City Council explained that they had recently placed sand in the arena at the request of residents and those residents locked the gate in order to keep out those who would tear up the ground with motorcycles. It was also explained that there is a way to get into the arena even with the gates locked. The Anderson's were aware that horses can still enter the arena but felt that many horses are scared of the small gateway and rocks that have been placed to discourage motorcycles from entering. The Council discussed several ways to allow citizens to use the arena and still keep it off limits to motorcycle traffic. Nothing definite was determined and Mayor Quarnberg asked that the issue be placed on next month's agenda when others could be invited to attend and give their input. Parker Vercimak, an Aurora City resident and employee of Jones and DeMille engineering firm approached the council to introduce himself and explain that Jones and DeMille is ready to assist the City with any projects that they may need in the future. Mr. Vercimak stated that he was aware of the relationship the City had with Savage/Albrecht Engineering but stated that it is always good to have two companies who will to work with the city. The needed drainage study and project on Main Street to alleviate deterioration of the road was discussed and the City Council thanked Mr. Verciamk for his interest. 3- DRAIN ON MAIN STREET PROJECT- Mayor Quarnberg informed the City Council that bid documents were ready for the project and that bids would be opened on Thursday July 17, 2019 at 2:00 pm at the Aurora City office. 4- 4th OF JULY REVIEW - Aurora City Council Member Andy Rasmussen stated that he felt the Aurora 4th of July celebration was a big success. Mr. Johnson had prepared a financial break down of the income generated for North Sevier High School and amount of money City of Aurora City Council Meeting July 15, 2019 Page 3 each class had earned. The Council discussed some changes for next year and a potential increase in the fireworks budget. The Council also discussed sending a thank you gift card to Kathryn Sedgwick and Jodi Gurney for all of their hard work. 5- REVIEW OF SENATE BILL 52 INFORMATION- Mr. Johnson stated that he had received some information from the State of Utah regarding Senate bill 52 which will require municipalities to install secondary water meters at all new residences. The Council had reviewed the information and had many questions regarding the payment for such meters, the requirements from the State and the overall problematic nature of the law. Those who have been in touch with State Representative Carl Albrecht noted that he feels the legislature will make some changes to the law in next year's session and hopefully exclude rural Utah. It makes no sense to meter the same water twice and at a huge expense to the City and the citizens. 6- CHANGE OF THE SEPTEMBER 2019 CITY COUNCIL MEETING - Mr. Johnson informed the City Council that he had a conflict with the regularly scheduled City Council meeting to be held on September 16, 2019. Council Member Kelly Mason also stated he had a conflict was well. The Council then decided to move City Council Meeting one week back to September 23rd. Mr. Johnson stated that he will make the necessary notifications to make the change. 7- EAGLE SCOUT PROJECT- KELBY BOSH- Kelby Bosh approached the Council requesting help in identifying an Eagle Scout Project. Mayor Quarnberg asked Kelby if he had any ideas for a project himself. Kelby stated that he didn't really have anything specific and was hoping Aurora City could help him identify a needed project. The Council discussed a few different options and gave Kelby the phone numbers for North Sevier Recreation and the Pauite Trail Committee to contact them for some ideas as well. Mayor Quarnberg told Kelby to think about it for a while and then contact the City when he finds a project that he would like to do. City of Aurora City Council Meeting July 15, 2019 Page 4 8- DEPARTMENT REVIEWS- City Buildings- Council Member Harrison informed the City Council that the vacuum was repaired and the counter top fixed in the city building Planning Commission- No July meeting. Parks and Recreation- City Council Member Denton Mason reported that North Sevier Recreation had canceled their July meeting. Public Safety- City Council Member Kelly Mason informed the Council that the new police car would available soon from Sevier County. Mayor Quarnberg stated that Classic Motors would pay $2500.00 for old police car and then the trade could be made. City Council Member Andy Rasmussen moved to approve the offer from Classic Motors for $2500.00 for the old police car and to purchase the Sevier County police car from them as well. Council Member Denton Mason seconded the motion. The motion was approved by members Rasmussen, D. Mason, K. Mason and Harrison. Animal Control- Many animal control issues were discussed. Maintenance- City Maintenance Manager Dan Rasmussen reported that he had received the new backhoe from Mason Machinery and that the City should be expecting the lease documents soon. 9- REVIEW OF CULINARY WATER USE REPORT AND PAST DUE ACCOUNTS- The city council reviewed each report. 10- REVIEW OF FINANCIAL INFORMATION, BUDGET AND EXPENDITURES The city council reviewed each report. 11- EXECUTIVE SESSION Mayor Quarnberg stated that there would be no need for an executive session. 12- ADJOURNMENT- The council concluded their meeting at 10:29 pm and a closing expression of choice was given by Denton Mason.
