The regular meeting of the Cleveland Town council was held at the public safety building located at 130 W Main in Cleveland, Utah, on Thursday, June 13, 2019 at 7:05 pm. Those in attendance were Mayor Michael Taylor and council members Kallon Cowley, Brydi Sharp, and Kristen Vose. Joe Wandell was absent.
The meeting was opened to public comment. Chantelle Erni addressed the council about the fire department using the property behind the Old Town Hall to park cars during the fireworks. They would charge $10 a car to park there. The council agreed to allow the fire department to do that.
Item #1 Darcey Powell request to form beautification committee and request to plant trees at the park.
Darcey Powell was not in attendance. The Lt. Governor has plans to visit each town and do a service project. Kallon made a motion to table this item until next meeting that was seconded by Brydi. All were in favor. Motion carried. Item tabled.
Item #2 Adopt proposed tax rate of 0.000878 with total revenue of $12,391.00
Brydi made a motion to adopt the proposed tax rate with a second by Kallon. All were in favor. Motion carried.
Item #3 Amend June 30, 2019 budget (general and enterprise)
Brydi made a motion to amend the current year budget, June 30, 2019 with a second by Kristen. All were in favor. Motion carried.
Item #4 Adopt June 30, 2020 budget (general, enterprise, local building authority and cemetery)
Kallon made a motion to adopt the June 30, 2020 budget for the general fund, enterprise fund, local building authority fund and cemetery fund. Brydi seconded the motion. All were in favor. Motion carried.
Item #5 Discussion of possible planning and zoning committee appointment(s)
It was decided to appoint Kristen Vose as the alternate committee member because she is the council member over the planning and zoning committee. The council wants to advertise the open spot and put this item on next month's agenda.
Item #6 Discussion of possible Cleveland Days honored citizens nominations
The council decided to nominate Dan and Annette Wells as this year's honored citizens.
Item #8 Review bills and approve for payment
Brydi made a motion to approve the bills for payment. Kallon seconded the motion. A roll call vote was taken. Kallon voted yes. Brydi voted yes. Kristen voted yes. All were in favor. Motion carried.
Brydi made a motion to approve the minutes from last month's meeting. Kallon seconded the motion. All were in favor. Motion carried.
Item #9 Council reports
No report from Kallon.
Kristen reported that the planning and zoning committee approved a zoning clearance for Bo and Alissa Potter and adopted the annexation petition for Jamie Howa at their last meeting.
Brydi reported that the parking situation discussed last month has been resolved. She has a recreation meeting next Monday.
Mike reports that the dumpster project is moving forward. He is still working with UDOT on the flashing speed sign. He discussed with the council Karen Griffin paying rent in the summer for the space at the Old Town Hall. The council discusses options and Mike will talk to her about paying a storage fee. The amount was not specified.
Mike also thanked Nancy for doing such a great job mowing the cemetery.
The council talked about having a nightly closure of the dumpsters. They agreed on having the dumpsters opened from 7 am-7 pm Monday through Saturday and closed on Sunday. This will be in the newsletter next month.
Item #10 Adjourn meeting
Kallon made a motion to adjourn the meeting which was seconded by Brydi. All were in favor. Motion carried. Meeting adjourned.

A public hearing of the Cleveland Town council was held at the public safety building located at 130 W Main in Cleveland, Utah, on Thursday, June 13, 2019 at 7:00 pm. Those in attendance were Mayor Michael Taylor and council members Kallon Cowley, Brydi Sharp, and Kristen Vose. Joe Wandell was absent. The meeting was opened with the pledge of allegiance led by the mayor.
Item #1 Receive public comment/questions about $15,000 transfer from enterprise fund to general fund
There were no public comments or questions.
Item #2 Receive public comment about proposed 2019-2020 budget
There were no public comments.
Item #3 Adjourn meeting
Kallon made a motion to adjourn the public hearing which was seconded by Brydi. All were in favor. Motion carried. Meeting adjourned.
