BICKNELL TOWN COUNCIL MEETING/ BUDGET HEARING 6 JUNE 2019 7:00 P.M. I. ROLL CALL Mayor Noreen Johnson called the meeting to order at 7:00 p.m. Council members present were: Weston Johnson and Brigg Blackburn. Connie Durfey was present to record the minutes. Scott was present to make his report. Gregg Anderson was also present. II. APPROVAL OF MINUTES The minutes of 2 May 2019 were reviewed. Weston made the motion to approve them. Brigg seconded, all ayed. III. BUSINESS Budget Hearing 2019 - 2010. Mayor Johnson opened the Budget Hearing. Each member had a copy of the final budget. There was some discussion and clarifications. One change from other years that affects the budget is the town giving the county their Beer Tax Funds for the new fiscal year. In the past the town has allowed AA to meet in the town hall free of charge in exchange for the funds. However beginning 1 July 2019 they will no longer be using the building. Bicknell Mayor Johnson and Wayne County Commissioner Stanley Wood signed an Interlocal Agreement for the Distribution of Beer Tax Funds. The County will receive the money next year and be responsible for making the reports necessary to deal with the funds. The amount of the Beer Fund Money is about $1100 a year. Brigg made the motion to adopt the Budget for 2019 - 2020, Weston seconded, all ayed. Mayor Johnson closed the budget hearing at 7:25 p.m. IV. MEMBERS REPORTS. Weston. Weston said the pull-behind lawn mower is not charging the battery. It will need to be fixed. The fire hydrant is to be replaced in front of the fire station, this expense was included in the budget. Mayor Johnson. Mayor Johnson called USDA to see about the progress of the culinary water grant application. She was informed the application is still at the State Engineer level. She's going to talk with Kelly Chappell, from Ensign, and see what the hold-up is. Mayor Johnson felt the Town Clean-up at the Dup building went well. It looks really nice. The luncheon at the park was successful, about 25 people were fed. Steve and LeAnn Albrecht have written a proposed plan for the historical project. It is a much grander plan than the council previously discussed. Mayor Johnson gave each member a copy and told them to study it and see if they are agreeable to the plan, or what changes need to be made. The area needs to be measured first, to know just how much ground is available. An actual survey may need to be done. Weston is going to spray the weeds in that area. The youth in town were supposed to clean it up, but haven't done it yet. Heidi Woolsey mowed the town lawns, because Scott had too much work to do to get to it. The town will pay her for her time. She may be used from time to time to help with the lawns when Scott can't get to them. Mayor Johnson will supervisor her. With Brian's medical issues he is dealing with right now, Mayor Johnson will take over the rental of the town park. Scott's Report. Scott reported the mountain springs are producing 94 gallons a minute. This is more that has ever been recorded before, the storms we have received this winter have really had a positive impact on the springs. Chad Williams has wired the generator at the Brinkerhoff Springs building. Blackburn Propane will be contacted to put a propane tank down there. Once everything is in place then Energy Management Corporation will send a representative to start everything up and make sure it's working properly. Should the power go off at the Brinkerhoff Springs, then the generator should kick in and pump the water needed. South Central is in town installing the fiber optic network. There is some concern about how the telemeter line from Brinkerhoff Springs to the tank will have to be changed to make it function. Scott had the cemetery looking good for Memorial Day. He reported a flag had been stolen from one of the veteran's graves, Shane Mattingly's. Hopefully there will be no more unpatriotic behavior such as this, but Scott does have some extra flags for next year. Scott said some of the graves need some new sod. Jaden Brian is starting up a business using Hydro Seed to plant grass. The cost is $150 per 1500 square feet. This is certainly less money that sod, so Scott will check into it. Financial. A copy of the bills were presented to the council for payment approval. Weston made the motion to pay them, Brigg seconded, all ayed. V. ADJOURNMENT Brigg made the motion to adjourn at 8:05 pm, Weston seconded, all ayed.
