- Public Hearing on Bluff's General Plan The purpose of the public hearing is to consider the original adoption of the general plan for the incorporated town of Bluff, Utah. This public hearing is set pursuant to Utah Code 10-9a-204 to allow members of the public a reasonable opportunity to be heard and to comment on the proposed general plan.
