MONA CITY COUNCIL MEETING JUNE 11, 2019 MEETING CALLED TO ORDER AT 7:30 P.M. BY MAYOR WILLIAM M. MILLS LOCATION: 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen - Councilmember Katrina Long - Councilmember Jay Mecham - Councilmember - Absent Frank Riding - Councilmember Micheal Stringer - Councilmember GUEST: ALSO PRESENT: Rebecca Dopp - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer City Recorder, Jonathan Jones Water Operator, Jeff Elbert Sewer Plant Supervisor, PUBLIC HEARING: Mayor William M. Mills opened the public hearing at 7:30 p.m. to amend the 2019 Budget and to adopt the proposed Budget for fiscal year 2020. The Mayor then turned the time over to Director of Finance Everd Squire to present the budget to the council and those present. There were no questions or comments from the public Councilmember Micheal Stringer moved to make a motion to approve, amend and adopt the 2019 budget, with a second by Councilmember Katrina Long. Motion carried. (1st Motion) Councilmember Randy Christensen moved to make a motion to adopt the proposed budget for fiscal year 2020 with some minor changes; a second was made by Councilmember Frank Riding. Motion carried. (2nd Motion) Mayor William Mills closed the public hearing at 7:48 p.m. with no further comments; the council then went into their regular scheduled council meeting at 7:50 p.m. OPENING PRAYER: Councilmember Randy Christensen APPROVAL OF MAY 28, 2019 MINUTES: Councilmember Micheal Stringer moved to make a motion to accept the minutes of May 28, 2019 as written. A second was made by Councilmember Randy Christensen. The vote was unanimous. (3rd Motion) PLANNING AND ZONING: Planning and Zoning Chair Lynn Ingram presented their Meeting agenda for Wednesday, June 5, 2019 as follows: Randy Christensen - Accessory Building Permit. MONA CITY COUNCIL MEETING JUNE 11, 2019 Ingram told the council Christensen has all his requirements' and would like to recommend that the council approve the accessory building permit for him. Councilmember Frank Riding moved to make a motion to approve an accessory building permit for Randy Christensen, with a second by Councilmember Katrina Long. Motion Carried. (4th Motion) Richard Hatfield came in for an accessory building permit with all his requirements met; Ingram recommended the council issue him an accessory building permit. Councilmember Katrina Long moved to make a motion to issue an accessory building permit to Richard Hatfield with a second by Councilmember Randy Christensen. Motion Carried. (5th Motion) Dan Johnson came in for an accessory building permit also with his needed requirements. Ingram recommended the council issue him an accessory building permit. Councilmember Michele Stringer moved to make a motion to issue an accessory building permit to Dan Johnson with a second by Councilmember Randy Christensen. Motion Carried. (6th Motion) DELEGATIONS: Greg Newton representing the Special Service Fire District Board for Mona City presented his report with the following information and updates: Newton told the council a part-time fire inspector is needed in Juab County, however all cities who are part of the county fire district need to agree to the hiring. Newton said, 'The individual will be hired to do plan reviews and fire inspections for construction in the county.' He continued by saying the money needed to pay wages for the inspector would come from a slight inspection fee raise and will be added to the building permit cost, and a space will be added on the permit for the fire inspector to sign. The employee would probably come from out of the area and would also be responsible for training fire chiefs. 'It will also be a benefit to the city', Newton said. Mayor Mills told Newton: it sounds like a good idea, the council agreed by a voice affirmation. Jonathan Jones city Water Operator reported that the water department had a busy month. 'SCADA did a radio Test.' Said Jones. The antenna for the radio will be mounted permanently on the head house. SCADA (Supervisory Control and Data Acquisition.) Jones said he and Cory Squire have tested the city's water well, the well had not been run in awhile. The valve is a variable one and should be tested often. Jones said it should be exercised quarterly. The GIS System is moving along also; the lines are going in. 'We finished the GIS field work this week', Jones said, 'We found 90 percent of the valves.' The city utility systems are going to be on a map with 3D scenes, the end of July the city should have the finished product. Gordon Young representing the irrigation system said he is not interested in participating and putting the irrigation lines on the GIS. MONA CITY COUNCIL MEETING JUNE 11, 2019 Jeff Elberts presented a brief update on the operation of the sewer plant. Tyler Faddis who was not on the agenda presented information Safe routes to School Funding Application for Fiscal year 2022, Keeping Utah Moving a program sponsored by UDOT. Faddis asked the council to review the information. Faddis told the council and those present local agencies are encourage to develop proposals and submit applications for infrastructure projects that will help more school children walk and bike safely to school. UDOT requires infrastructure grant applicants to be submitted by the agency that owns the right-of-way where the project will be constructed. Priority will be given to applicants who have acquired right of way, do not have any utility issues at the proposed location, and who meet the basic goal of the program, which is to increase the number of children safely walking and biking to school. Eligible infrastructure projects include: bike parking facilities, sign installments, on-street bike facilities, off-street bike/pedestrian facilities, crossing improvement, street striping, signals, signage, traffic calming devices, and sidewalk. The proposed improvements should fill in gaps currently identified as necessary updates on the School's Safe Routes Utah plan and map. Project budgets typically range between $50,000 and $200,000. For additional information on this proposal, refer to handout which is attached and will become a permanent part of the minutes for public viewing. SECRETARY/TREASURER/ RECORDER REPORT: Secretary/Treasurer Michelle Dalton reported shut offs will be on Wednesday. She reminded the council and those present there was vandalism in the Painter Subdivision at 958 S 100 W, which is a violation of the Mona City Code. City Recorder Lyla Spencer reported the Candidate Filing Period ended June 7 at 5:00 p.m; there were two individuals who filed for three council seats; Randy Christensen and Jay Mecham. The other council position left by Councilmember Katrina Long will be left vacant and can be filled by write in candidates. The last day to declare a write in candidacy is September 3, 2019. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 05/29/2019 to 06/11/2019; Everd asked if there were questions on the disbursement list. There were two questions by Councilmember Katrina Long in regard to check # 3479 in the amount of $1,669.78, issued to Dutson Supply Company, and check#3493, issued to Taurus Plumbing & Excavating in the amount of $7,446.72. The questions were answered sufficiently. There were six (6) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. MONA CITY COUNCIL MEETING JUNE 11, 2019 COUNCIL BUSINESS: Councilmember Long said she contacted over a half dozen companies in regard to the basketball court. The man she spoke with has a company in Cedar City and would be happy to come to a council meeting and speak with the council about the court and his product. Councilmember Long said the city had donations for the court amounting to $25,000 and the lowest quote was $31,000 for a court smaller than a half court. She asked the council for the possibility of buying a half court at the present time, and the other half could be added at a later date. The court could also be used for Volley Ball or Pickle Ball. The courts come with a special surface and has rebar added. The surface will come with a warranty. Mayor Mills ended the council session by emphasizing that individual homeowners need to take care of their yards to insure fire safety. Mills asked that the information be added to the city's newsletter. FYI: There were seven (7) motions voted upon and passed, a Motion to approve the Minutes for May 28, 2019, a Motion to approve the amended 2019 budget, a Motion to approve and adopt the 2020 budget with some minor changes, a Motion to approve an accessory building permit for Randy Christensen, a Motion to approve an accessory building permit for Richard Hatfield, a Motion to approve an accessory building permit for Dan Johnson, a, , and a Motion, to adjourn this meeting of June 11, 2019, PAY FINANCES ADJOURNMENT: Councilmember Micheal Stringer made a motion to pay the finances and adjourn, a second was made by Councilmember Katrina Long, and the vote was unanimous, motion carried. (7th Motion) The city council meeting was then adjourned at 9:11 p.m., with no further comments. AN EXECUTIVE SESSION IF NECESSARY: None Necessary
