Those present at the City Council meeting were Mayor Kim Soper, City Manager Lori Talbot, City Recorder Tyrissa Howell, City Council Members Trudi Owens, Paul Dastrup, Lloyd Brinkerhoff, Mike Sarles and City Attorney Barry Huntington. Council Member Lloyd Brinkerhoff was absent.
Others present were Sheriff Danny Perkins, Dean Sheffer, Jeramy Henrie, Randy Yard, Becky Yard, Minnie Hughes, Baylie Hughes, Charles Casey and Jonelle Molenda.
The meeting was called to order at 6:30 pm.
OPENING CEREMONY
Council Member Paul Dastrup conducted the opening ceremony.
ADOPTION OF THE AGENDA
Trudi Owens moved, seconded by Mike Sarles to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Trudi Owens moved, seconded by Paul Dastrup to approve the minutes as corrected. The motion passed with all in favor.
OFFICER REPORT
Sheriff Perkins reported that the events and parades have started for the season. He also brought up concerns of Main Street Parking.
MAIN STREET PARKING
Currently Panguitch City Municipal Code 10.12.050 H. states
'It shall be unlawful for any vehicle to be parked on Main Street between Center Street and 200 North for more than two hours at a time. '
The Council discussed extending the two hour parking limit to include Center Street from Main to 100 East. A public hearing will be held July 9 to hear public input.
LIONS CLUB
Dean Sheffer the Lions Club President reported to the council that the Lions Club is celebrating 90 years in Panguitch. He reviewed some of the service the Lions Club has provided for the community.
Paul Dastrup moved, seconded by Alan Johnson to donate $1300 to the lions club for a new fridge. The motion passed with all in favor.
ORDINANCE 2019-9 CURBSIDE GARBAGE COLLECTION
Alan Johnson moved, seconded by Trudi Owens to move forward with a public hearing for Ordinance 2019-9 Curbside Garbage on July 9, 2019. The motion passed with all in favor.
ORDINANCE 2019-10 AMENDING 2007-3 EXISTING SECONDARY DWELLINGS
Paul Dastrup moved, seconded by Mike Sarles to move forward with a public hearing on July 9 to receive public input on Ordinance 2019-10. The motion passed with all in favor.
MUNICIPAL TRANSIENT ROOM TAX
Trudi Owens moved, seconded by Paul Dastrup to draft a Transient Room Tax Ordinance. The motion passed with all in favor.
VACATION RENTAL - BRIAN SMITH AT 240 S 200 W
Alan Johnson moved, seconded by Trudi Owens to approve the business license for a vacation rental at 240 S 200 W. The motion passed with all in favor.
PENDING BUSINESS
City Office - Stout Roofing is scheduled to begin replacing the roof on the City Office on June 24.
Blight and Abatements - The house at 470 North Main has been torn down.
Springs - The spring's redevelopment project will begin in July.
Roads - The City Council discussed the condition of the roads in the south subdivisions. In July the City Council would like to make some repairs and chip seal one of the roads when the south east side of town is chip sealed.
DEPARTMENT REPORTS/CALENDAR
Library - The Library will be closed until the City Office repairs are finished. The Bookmobile will be available for residents to check out books. Summer story time will continue to be held on Mondays.
Pickleball Court - The cement was poured for the pickleball court. There is room for a pick nick table and bench.
Splash pad - The splash pad has some broken water lines. Splash pad USA will be making the repairs.
Baseball fields - The condition of the baseball fields was discussed.
Library position - Trichelle Nez the children librarian has given her two week notice. The children's librarian position will need to be advertised.
Secondary water - Due to the amount of water going over the dam at Panguitch Lake the secondary water is in the lines and residents can water as needed without following the schedule.
EXECUTIVE SESSION
The executive session was not needed at this time.
