Description/Agenda
Town of Goshen Council Meeting Goshen Town Hall September 11, 2018 Town Board Meeting 7:00 PM A. Pledge of Allegiance - Sammy Steinfeldt B. Prayer- Kathy Peterson C. Disclosures- D. Public Input/ Reports (limited to three minutes) Non- agenda items Charles Pipkin mentioned that Rob Tarango is willing to work and get ahead on the goat heads in Goshen. Dwayne Bass stated that animals are coming down from Mona Canyon, but the fence needs to be repaired and put back up from the water project. Dwayne said that grazing season is still going, but almost over, however we need to think about those animals that are still up there. Linda Thomas brought up the Mosquito problem. Lindsay and Rachel Nielson both have contacted the Abatement Department to come spray. They did spray last night, Tuesday the 10th, but they need to come out more upon request. Linda also mentioned that she has noticed all council members here, except for one. She feels that if you're not here to represent then said council members should not get paid. All members should be here. Audience, various attendees, agreed on that input. Steven mentioned that there has to be something in the ordinance resolutions etc about this, and they are looking into it. Troy White asked about the water out front and if it has a key to it. Rachel Pena said that it was stolen and someone must have their own to use to open the valve. Troy stated that there is a lot of people using it and not reporting usage. Steven added that it will take us putting money into to make sure they are honest about things. Unfortunately, there isn't a lot that can be done right now. Loyle Steele mentioned that in prior meetings there was a skating park brought up, he asked if there should be sidewalks put into place before something like that. Steven corrected and advised that what was talked about would be funding to implement a type of walk way like side walks for all usage. Kathy mentioned that a big reason for not having sidewalks is due to not wanting to pay the money for them just to eventually have to tear them out for later sewer lines. 1. Approval of minutes for August 14, 2018 and June 19, 2018- Kathy motions, Rachel seconds, all in favor. 2. Information and Up date on well and chlorinator Steven said that about ten days ago, we lost our well pump. We got a well service out here and the confirmed that it was bad, they pulled it and replaced it. It was down there about 18-20 years since, this all happened Labor Day weekend. They did some upgrades on valves etc, and they are waiting for two more parts to come in and hopefully have it back into the ground and running on Thursday. We have two sources of water in town, but we were worried the spring would not keep up, while this happened, so we got some help to figure out how to chlorinate more water to keep up and get our tank's water up. He mentioned that they ended up manually chlorinating while letting it restore to a full tank, a total of four days, and now it is running better and we can chlorinate more than we ever have before. Now we know that with this information, the well will be able to not run the well as much, and still be sufficient. Troy White asked how deep the well is, Steven said about 580 feet. And asked why that was. Steven wasn't sure why it was buried that far down. Loyle Steele also asked if the town has ever thought about rebuilding the pumps to the well to save some money. Steven did note that the town does have enough money to cover this expense. Booster pump is done and all running, we got the spigot in at the source to run tests and start our year of testing. Everything looks good and so far nothing to cause any tests to not pass. Blaine Coombs gave an update on getting the new ambulance and its been good. Also brought up that call volume is up around forty percent (fire and EMS), and asked what the councils thoughts are about Rachel Pena, since she has re joined the Fire Department, her being on call and being able to go on the calls while at work during business hours. There were no objections. It was mentioned to have a sign made for those moments etc. E. Adjournment- Steven adjourned to executive session. Attendance: Linda Thomas, Kathy Peterson, Sammy Steinfeldt, Troy White, Marcela Staheli, Randy Staheli, Charles Pipkin, Loyle Steel, Roe Steele, Dwayne Bass, Max Morgan, Rachel Neilson, Steven Staheli, Lindsay and Bruce Farnsworth, Magen Carlisle, Rachel Pena.
