D. Public Input/ Reports (limited to three minutes) Non- agenda items
Charles Pipkin has a meeting with legislature for half of Goshen, was wondering if there was anything he needed to take to that meeting in regards to the town etc. The council didn't have anything at this moment.
1. Approval of minutes for September 11, 2018- Sammy motions, Kathy seconds, all in favor.
2. Water pump update- Steven stated that last time we met the well was down, that has yet to be fixed and its done and working now. New motors and new parts and wiring tested. We have started our year of testing on October 1st. So they will continue to test for this year and work from there. He also stated that the well has barely even kicked on, and hasn't been needed much lately, so the water has been plentiful.
3. Trunk or Treat- Hang signs up, and announce it. Same time and place. And be held on October 31st. Questions were asked about door-to door trick or treating and Kathy mentioned they started doing the trunk or treat due to safety reasons. Blaine will have road closed off and extra safety for the event.
4. Council updates- Steven asked for any updates from council about departments. Sammy stated that Jr Jazz will be starting, and we will not be participating with Santaquin but will be doing the league with Payson this year. Signs ups are a little later this year and the season will end later as well. People can start to sign their kids up on Wednesday this week, and locations are Goshen and Genola Offices, Post Office, and School. She is also debating about doing instructional lessons that Santaquin and Payson offer for 1st and 2nd graders. That will be determined after further discussions. Kathy mentioned that it's been thought of and didn't do it due to coaches. Sammy will look into this more. Steven did a reminder about the Board of Variance and mentioned that no one has shown interest as of yet for this, Charles Pipkin raised his hand, and Steven asked for him to get the council a written letter stating he would like to do so. Steven also brought up a possible position on the Goshen Council, Rachel Nielson's position, will possibly be up unless she comes back, but has 60 days to decide. Council would ask for volunteers and the council would appoint someone until the next election. Nan Black noted that in the book of cities and leagues, we may need to read it and hold an election, Steven agreed and will move forward from here, and have the election next year if they get to that point.
Blaine brought up that there is a fleet fuel plan he wanted the council to look into. It would be a fuel card per employee with number and truck. He mentioned that he would like to move to this completely.
Steven also brought up the VW air emissions settlement to that state of Utah to replace municipal diesel vehicles, we only have one truck that could be replaced if it is feasible etc. He will be going to a meeting about CBDG grants to be able to apply for them, and he will pass on the information to the council who is interested in possibly going to that with him.
