Town of Goshen Council Meeting Goshen Town Hall November 5, 2018 Town Board Meeting 7:00 PM A. Pledge of Allegiance - Steven Staheli B. Prayer- Rachel Neilson C. Disclosures- none D. Public Input/ Reports (limited to three minutes) Non- agenda items Linda Thomas commented on the Trunk or Treat, and thought it was wonderful. Great feedback was given. There have been complaints of trucks and trailers on main, blocking views leading to safety issues. 1. Approval of minutes- Steven Motions, Rachel seconds all in favor. E. Adjournment- Steven adjourned to work session (unofficial meeting/discussion) Goshen now has no parking signs on main street in designated areas to assist with blocking safety areas. Had a discussion of ordinances, implementing council pay, as well as redrafting secondary living (mobile homes, trailers etc) ordinance which David Church will write up. Update on water drainage, decently draining, but still more work to do. Contacted engineering firm to assist and give a bid to fix, rough bid was given to Steven, in the amount of one hundred fifty thousand approx. but also a lower amount for putting in a canal to drain instead, which was quoted approx. forty-seven thousand. Council will look into things and go from there. The Wall on the spring needs to be redone, the patch isn't holding. It is working and okay for about 3-5 years. CDBG grants, we don't qualify this year. But our paperwork will be ready for this when we can/do qualify for year 2020. (They only service low-moderate income towns etc). There are some others we can look into more that we can qualify for. They discussed a possible new fee schedule, water increase by five dollars, three dollars to base, then up through the tier for overages. New Dump Hours: Friday & Saturday 9am-4pm, and Monday 1pm-4pm. Wayne and Brent will be alternating Saturdays working the dump.
