MONA CITY COUNCIL MEETING MAY 14, 2019 MEETING CALLED TO ORDER AT 7:00 P.M. BY MAYOR WILLIAM M. MILLS LOCATION: 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen - Councilmember Katrina Long - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Micheal Stringer - Councilmember GUEST: Wayne Bussian, Kimo Coray, Marla Jackson, Gary Jackson, Jaye Compton, Marene Compton, Richard Robertson ALSO PRESENT: Rebecca Dopp - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer City Recorder, Jonathan Jones Water Operator, Brent Arns Sewer Plant Supervisor, Tony Openshaw Streets Supervisor PUBLIC HEARING: Mayor William Mills opened the second public hearing at 7:00 p.m. to address the proposed increase in Mona City's garbage fee. There were questions and comments from Jaye and Marene Compton supporting the proposal. And a question from Richard Robertson wanting to know what type of contract the city has. After some deliberation, Mayor Mills asked the council for a motion to approve an increase of $1.00 per household, which will support the Green Waste Site. Councilmember Randy Christensen moved to make a motion to increase the garbage fee to $1.00 per garbage can per household and $10.00 a yard for mulch and wood chips, this increase is to support the Green Waste Site personnel and help pay for the chipper, a second was made councilmember Micheal Stringer. Motion carried. (1st Motion) The rate increase will also help pay for the new wood chipper the city purchased. Mayor William Mills closed the public hearing at 7:20 p.m. with no further comments; the council then went into their regular scheduled council meeting at 7:30 p.m. OPENING PRAYER: Mayor William M. Mills APPROVAL OF APRIL 23, 2019 MINUTES: Councilmember Katrina Long moved to make a motion to accept the minutes of April 23, 2019 as written. A second was made by Councilmember Micheal Stringer. The vote was unanimous. (2nd Motion) MONA CITY COUNCIL MEETING MAY 14, 2019 PLANNING AND ZONING: Planning and Zoning Chair Lynn Ingram presented three building permits as follows: Judy or Shawn Reynolds - Accessory Building Permit location 335 S 200 E, Ingram told the council they have met all their requirements and recommended the council approve an Accessory Building Permit to the Reynolds at the above address. Councilmember Jay Mecham moved to make a motion to approve an Accessory Building Permit for Judy or Shawn Reynolds at 335 S 200 E with a second by Councilmember Randy Christensen. Council vote unanimous, motion carried. (3rd Motion) Nila Keyte came in for a Minor Subdivision/Lot Split approval, Ingram said she has all her needed requirements, and recommended the council approve her request as stated above. Councilmember Michael Stringer moved to make a motion to approve the Subdivision/Lot Split for Nila Keyte as described above, location 220 West Center Street, with a second by Councilmember Katrina Long. Council Vote Unanimous, motion carried. (4th Motion) Nila Keyte also requested a building permit for 220 W Center Street. Ingram said she has all her requirements. Councilmember Michael Stringer moved to make a motion to approve a building permit for Nila Keyte at 220 W Center Street, with a second by Councilmember Randy Christensen. Council Vote Unanimous, Motion carried. (5th Motion) DELEGATIONS: Home owners Gary and Marla Jackson came before the council to report an ongoing drainage problem at 1st West and 2nd North which is affecting their property. Councilmember Micheal Stringer told the Jackson's he will take care of the issue. No Report from Juab County Sheriff's Department. Water System Operator Jonathan Jones presented a brief water update for Mona City. They are making positive progress, and doing the field work on the GIS System. They are finding a lot of valves that are buried under several inches of dirt, we are figuring everything out. Important priorities are the water meters; getting them programmed and everyone hook up to the system. The SCADA System will be coming soon, Jones told the council. The council discussed the SCADA System (Supervisory Control and Data Acquisition) at the last council meeting but no decision was made. Jones said the $5,000 will cover the upfront cost to get the equipment ready and programmed with the total cost being around $14,000. Mayor Mills asked the council for a motion to approve the SCADA System. Councilmember Katrina Long moved to make a motion to approve the SCADA System as discussed and agreed upon, with a second made by Councilmember Jay Mecham. Council Vote was Unanimous. Motion carried. (6th Motion). MONA CITY COUNCIL MEETING MAY 14, 2019 SECRETARY/TREASURER/ RECORDER REPORT: Secretary/Treasurer Michelle Dalton reported a fee increase at the County Clerks from $30.00 to $50 City Recorder Lyla Spencer reported the Candidate Filing Period for the upcoming election begins June 3, 2019; Candidate Filing Deadline ends June 7th at 2:00 p.m. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 04/24/2019 to 05/14/2019; Everd asked if there were questions on the disbursement list. There was one question by Councilmember Katrina Long in regard to checks 3383 & #3384 in the amount of $$25.00 & $373.95, issued to Century Link. The question was answered sufficiently. There were seven (7) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. Everd reminded the council if they have questions on the budget or want to add to a budget item, let him know. The budget will be presented to amend the 2019 budget and to adopt the proposed budget for fiscal year 2020 the first meeting in June. COUNCIL BUSINESS: One business license application was presented for Clifton J. Roberts Ionic Coatings, LLC, location; 50W 200 N. Tony Canto Property Owner. Mayor Mills asked for a motion from the council with Councilmember Micheal Stringer moving to make a motion to approve the business license application for Clifton J. Roberts and property owner Tony Canto to operate Ionic Coatings, LLC at 50W 200N. A second was made by Councilmember Randy Christensen. The Council Vote was Unanimous, Motion carried. (7th Motion) There was one fence permit presented to the council for Levi Draper location: 350 E 200N. The permit is for a single family vinyl 4 rail fence adjacent to a driveway. Councilmember Katrina Long moved to make a motion to approve the fence permit as stated above for Levi Draper, with a second by Councilmember Jay Meacham. Council Vote Unanimous, Motion carried. (8th Motion) Councilmember Long reminded the council she will chair a Celebration Committee on May 29th at 10:00 a.m. Councilmember Long said she received a call from David Bell from Houweling's Tomatoes, wanting to pledge the remaining amount that the Utah Jaxx and Larry H Miller Foundations was asking for us to raise in order to put our names in the hat, so to speak, for the basketball cour which is $19,000. The city now has$25,000. MONA CITY COUNCIL MEETING MAY 14, 2019 The person she has been working with from the Utah Jazz is no longer with them, the new contact person is Gina Calvert who told Long that they were in the process of putting together a grant process before they even consider projects. Bell from Houweling's told her regardless of the situation, they would like to help with the construction of the basketball court. Long continued; saying that $50,000 was the estimated cost of a really nice basketball court. They can still put in an amazing court without the help of the CIB. She is still willing to work with the Utah Jazz and the Larry H. Miller Foundation if the city has any chance of receiving a grant. If not they will proceed in a different way. Long will keep the city updated as more research and information is available. Councilmember Randy Christensen is still gathering paperwork for the CIB; The ULOCT conference in St. George went well. Councilmember Jay Mecham reminded the council of the proposed JRDA price increase that was recently discussed at their last JRDA meeting. Councilmember Mecham was unhappy about the proposed increase to help cover cost of new equipment. 'They are proposing a very big price increase for garbage,' said Mecham. Mayor Mills ended the council session by announcing Mona City will take over Cemetery Lane to the cattle guard, the road that goes to the sewer plant, and the road that goes to the gravel pit. The mayor said they had been talking to the county about taking over the rads for some time, but did not like what the county had been offering and decided to go through the state instead. Mayor Mills said, 'We have in theory, accepted ownership of the roads on 91 West to the bridge and also Cemetery Lane.' Mills continued by saying, 'As far as I know, we do own the roads.' The city had originally approached the county about taking over the ownership of the roads, but that offer was not accepted by Mona City. Mayor Mills will send a copy of the paperwork to Eric Johnson, Mona City's legal council to make certain everything is correct. Not on the agenda was Brent Arns Sewer Manager, giving an update on the condition of the city's sewer system. Arns told the council, it is in need of a yearly cleaning and finding the right company to do the job is the kfirst step in the process. He will work with the city on this issue. FYI: There were nine (9) motions voted upon and passed, a Motion to approve the Minutes of April 23, 2019, a Motion to approve Mona City's garbage fee increase, a Motion to approve an accessory building permit for Judy or Shawn Reynolds, a Motion to approve a Minor Subdivision/Lot Split for Nila Keyte, a Motion to approve a building permit for Nila Keyte, a Motion to approve a fence permit for Levi Draper, a Motion to approve a business license for Ionic Coatings LLC, a Motion to approve the SCADA System, and a Motion, to adjourn this meeting of May 14, 2019, MONA CITY COUNCIL MEETING MAY 14, 2019 PAY FINANCES ADJOURNMENT: Councilmember Katrina Long made a motion to pay the finances and adjourn, a second was made by Councilmember Jay Mecham, the vote was unanimous, motion carried. (9th Motion) The city council meeting was then adjourned at 8:18 p.m., with no further comments, and immediately went into an executive session. AN EXECUTIVE SESSION IF NECESSARY: An executive session was called by Mayor William M. Mills at 9:25 p.m. for the purpose of conducting a strategy session to discuss collective bargaining. Those present were Mayor William M. Mills, Lyla R. Spencer City Recorder, Councilmembers ; Katrina Long, Michael Stringer, Jay Mecham, Randy Christensen and Frank Riding. Mayor Mills asked for an adjournment of the session at 9:47 with Councilmember Katrina Long moving to make a motion to adjourn the meeting with a second by Councilmember Michael Stringer.
