REGULAR SESSION AGENDA
The American Fork City Council will meet in a regular session on Tuesday, May 28, 2019, in the American Fork City Hall, 31 North Church Street, commencing at 7:00 p.m. The agenda shall be as follows:

COMMON CONSENT AGENDA

1. Approval of the April 30, 2019 special session minutes
2. Approval of the May 7, 2019 work session minutes
3. Approval of the May 14, 2019 City Council minutes
4. Approval of the authorization to release the Improvements Durability Retainer of $11,611.80 for Copper Ridge Lot 2, located at 824 South Auto Mall Drive.
5. Approval of the authorization to release the Improvements Durability Retainer of $457.38 for Harper Residence, located at 359 North 200 East.
6. Approval of the authorization to release the Improvements Construction Guarantee in the amount of $42,965.00 and issue a Notice of Acceptance for the Heiner Office Warehouse construction of public improvements located at 493 East Elm Street.
7. Approval of the authorization to release the Improvements Durability Retainer of $48,178.00 for Mitchell Meadows Plat C, located at 900 West 1000 North
8. Approval of the authorization to release the Improvements Durability Retainer of $8,052.31 for Roderick North Pointe Lot 2A, located at 1226 South 630 East.
9. Approval of the issuance of a Notice of Acceptance for the Sunrise Estates Plat B construction of public improvements located at 1051 East 300 North.
ACTION ITEMS
1. Ratification of city payments (May 7, 2019, to May 21, 2019) and approval of purchase requests over $25,000.
2. Review and action on an ordinance removing Section 17.5.134(B)(13) relating to accessory apartments and creating Chapter 17.17 prohibiting short term rentals in American Fork.
3. Review and action on approval of an ordinance approving the disbursement of the fiscal year 2018/2019 PARC Tax funds.
4. Review and action on approval of an ordinance amending Chapter 5.38 and Chapter 10.46 the city code relating to Towing and Parking Enforcement Services.
5. Review and action on ordinance adopting various amendments to Section 17.4 of the American Fork City Municipal Code relating to rear setbacks.
6. Review and action on an ordinance approving a zone map amendment from the I-1 Industrial and M-1 Marina zones to the PI-1 Planned Industrial zone located in the area of 1500 South 100 East.
7. Review and action on subdivisions, commercial projects, condominiums, and PUD's including 1) plat approval; 2) method of satisfaction of water rights requirements; 3) posting of an improvement bond or setting of a time frame for improvement installation; and 4) authorization to sign the final plat and acceptance of all dedications to the public and to have the plat recorded.
a. Review and action on an ordinance approving an amended site plan for the American Fork City Public Works Complex located at 275 East 200 North in the PF-Public Facilities zone.
b. Review and action on the final plat and ordinance adopting the site plan for AF Medical Properties located in the area of 200 North 1150 East in the PO-1 Professional Office and R-1-15,000 Residential zones.
c. Review and action on the final plat and ordinance adopting the site plan of Dixie Farms Plat G Flexible Lot PUD project located in the area of 800 South 800 West in the PR 3.0 Planned Residential zone.
d. Review and action on the final plat of Mitchell Farms Plat B, located in the area of 860 West 760 North, in the R-1-12,000 Residential zone.
e. Review and action on a Performance-in-Lieu Agreement with Patterson Homes for Mitchell Farms Plat B.
f. Review and action on an ordinance approving the Olive Tree Enterprises District Framework Plan located in the area of 350 South 1000 West.
8. Review and action on a resolution adopting the American Fork City Municipal Wastewater Planning Program for 2018.
9. Review and action on the approval of a Fund Balance Policy for the General Fund.
10. Review and action on the approval of a contract for Janitorial Services.
11. Review and action on approval of an ordinance amending sections of the city code pertaining to Time, Place and Manner Regulation.
12. Review and action on approval of a resolution adopting a Prayer Policy.
13. Review and action on an ordinance amending various sections of the City Code relating to codification authority, meetings, restrictions on appointments and salaries, written minutes, election dates, terms of office and conduct of elections, oath and bond requirements, bond for treasurer, and appointment of city administrator.
14. Review and action on an ordinance approving various amendments to Chapter 15.01 of the city code relating to detailed drawings.
15. Review and action on an ordinance approving amendments to Section 17.8.403 of the city code relating to water mains.
16. Review and action on approval of the 2019 Utah County Recreation Grant submission.
17. Review and action on a Supplemental Agreement with the Utah Department of Transportation.
18. Review and action on approval of contracts for employee benefits with SelectHealth and Dentist Direct.
19. Consideration and action to enter into a closed session to discuss the character or professional competence of individuals, to discuss pending or reasonably imminent litigation, to discuss the purchase, lease or sale of real property, or to discuss other items described in Utah State Code 52-4-204 and 52-4-205.
