MAYOR WILLIAM MILLS called the council meeting at 7:00 p.m.

PUBLIC HEARING:
Mayor William M. Mills opened the public hearing at 7:00 p.m. to propose an increase in Mona City's garbage fee.
There were questions and comments from Glen Gooch, Tony Openshaw and Andrew Robinson, Mr Gooch told the council he does not have a way to take his green waste to the site and wondered if the fee is raised would it be permissible to add his green waste to his garbage can, he was told he could not do that, the waste will still have to be taken to the site.
There was no decision made and no motion presented. Mayor Mills told the council and those present they will have to do more research on their plan.
A public hearing will be scheduled on May 14 at 7:00 p.m. to discuss the issue in detail and make a council decision at that time.
Mayor Mills then closed the public hearing at 7:25 p.m. with no further comments; the council then went into their regular scheduled council meeting at 7:30 p.m.

APPROVAL OF APRIL 09, 2019 MINUTES:
Councilmember Katrina Long moved to make a motion to accept the minutes of April 09, 2019 as corrected. A second was made by Councilmember Micheal Stringer. The vote was unanimous, motion carried; the minutes for April 09, 2019 were approved as corrected. (1st Motion)

PLANNING AND ZONING: No Report
DELEGATIONS:
Ryan Peters, Juab County Attorney, and Amy Taylor, full-time victims' advocate for the county attended Mona City Council to thank the council for their continued financial support and share the year's statistics with them.
FY 2018-2019 YTD: Mona City has seen 6.14% of the crimes requiring a victim's advocate. Nephi City which is the largest population had a 61:40% requiring a victim's advocate.
The council agreed on the same amount paid to the Victims Advocate program last year which was $1,500.
The case study report for each city in Juab County is attached and will become a permanent part of the minutes for public viewing.
Todd Carson had a question in regard to tying on to the sewer at 300 S - 700 S.
Carson is proposing a 17 acre site to be used for a subdivision; he is owner
/president of TEC Excavation LLC, located in Linden Utah. The property is currently owned by C&C Estates. Carson told the council he has a lot of questions and concerns in regard to the property site.
The city boundary is in the blocks east and above that boundary with the railroad line on the west.
Carson would like to build homes on the proposed site and tie into the sewer line. He would need to obtain a sewer easement. Mayor Mills told him, 'there are no homes planned at the site, I don't think it was ever approved.'
'We don't own the easement along the railroad tracks and it is not easy to work with them.' Mayor Mills told him.
Council member Micheal Stringer said Carson will need to go to the railroad and negotiate with them or go to a property owner on the west side of the city in order to get an easement for the trunk line. Carson would need to go to the west end of the property with a trunk line.
Mayor Mills said he can contact current property owners through American Dream Properties.
Councilmember Katrina Long suggested he stay away from cul de sacs, because it is too hard to get garbage pickup and snow removal vehicles into them.
The city does own a lot in the proposed subdivision area which was designated as a road.
Mayor Mills cautioned Carson to make certain there is enough water to go with the property to assure that each home has culinary and outdoor watering needs met. Carson said they have enough water; however Mayor Mills suggested he check to make sure that is a fact and the Planning Commission could walk him through the process.
The council suggested Carson re-plat the map and send it through the planning commission, they will give the council recommendation.
Carson was advised when the Planning Commissions meets which is the first Wednesday of the month at 8:00 p.m. to contact Sara Samuelson to be added to their agenda.

Mona resident Leland Davis Owner of Wholesale Fishing came before the council to inform them of a sale of right-of-way to Nephi City for the controversial redundant gas line proposed by Nephi City Council.
Davis added that he did not realize what a crisis that was not having a redundant line; the fire on Mount Nebo last summer had proved that a second line was needed to provide gas to homes and businesses.
Davis said, 'It would have taken three months to get all the businesses supplied again.'
Mayor Mills thanked Davis for informing the council about the easement he had sold to Nephi City.
DIRECTOR OF FINANCES, SECRETARY/TREASURER &
Director of Finance Everd Squire was not present to present the financial report for Mona City.
City Secretary/Treasurer Michelle Dalton: No report
RECORDERS REPORT:
Mona City Recorder Lyla Spencer reminded the council and those present; the candidate Filing Period will begin Monday June 3 at 12:00 p.m. and close on Friday June 7th at 2:00 p.m.
COUNCIL BUSINESS:
There were no Business Licenses or Fence Permits presented.
Councilmember Randy Christensen is still working with the CIB funding and will keep the council updated as more information is available.
Councilmember Katrina Long said the Easter Egg Hunt went well, thanked those who assisted with the preparation.
The Pioneer Day Committee will meet tomorrow Wednesday April 24th at 10:00 a.m. preparing for Pioneer Day.
She did get the information to Highland for the basketball court and will keep the council updated.
Councilmember Micheal Stringer said they have filled the pot holes that needed to be done, and then they will lay asphalt when it is available.
Mayor William Mills ended the council session by reminding those present that mowing will begin and all vehicles, motor homes etc must be moved off the city's easement to allow for safe mowing.
FYI:
There were two (2) motions voted upon and passed, a motion to approve the April 09, 2019 minutes, and a motion to adjourn this meeting of April 23, 2019.

PAY FINANCES ADJOURNMENT:
Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn, a second was made by Councilmember Katrina Long, the vote was unanimous, motion carried. (2nd Motion)
The city council meeting was then adjourned at 8:48 p.m., with no further comments.
