Description/Agenda
April 11, 2019 The regular meeting of the Cleveland Town council was held at the public safety building located at 130 W Main in Cleveland, Utah, on Thursday, April 11, 2019 at 7:00 pm. Those in attendance were Mayor Michael Taylor and council members Kallon Cowley, Brydi Sharp, Kristen Vose. The meeting was opened with the pledge of allegiance led by the mayor. Kallon made a motion to approve the minutes from the March town council meeting which was seconded by Joe. All were in favor. Motion carried. The mayor opened the meeting to public comment. Terrell Rasmussen of Cleveland addressed the council and asked if there was a committee to plan Cleveland Days. The council is currently looking for a committee. He also asked about the firework budget. The council didn't see any change coming from last year's budget of $9500. The fireworks will need to be ordered soon. Item #1 Jexton Woodhouse Eagle Scout project proposal update Jexton will be refurbishing the Welcome to Cleveland sign on East Main Street. It will be a metal sign with a proposed budget of $700. It will be made by Guymon's Machining. He will also landscape the area with desert plants that do not need water. Brydi made a motion to approve this Eagle Scout project. Kallon seconded the motion. A roll call vote was taken. Kallon voted yes. Joe voted yes. Kristen voted yes. Brydi voted yes. All were in favor. Motion carried. Item #2 Chewy Sharp Eagle Scout project update Chewy is building a home run fence at the lower ball field by the cemetery. He was unsure how long it would take to finish but they would like to start the project immediately. The proposed budget from Magnuson's Lumber was $1845 which includes poles, top rails, fence posts, hardware, concrete and pallets. Kallon will get an estimate on concrete mix to try and beat $4.39 each. The pallet charge might also be refunded. The chain link is being recycled from other projects so there is not an additional cost there. Joe likes that this project will benefit the community but worries about having enough money to cover this project and all the possible future projects that might be proposed. Terrell suggested having the boys raise their own money through fundraisers. Other possible cost-saving measures were discussed by the council. Kallon made a motion to approve Chewy's Eagle Scout project with the town covering the first $1000. The motion was seconded by Joe. A roll call vote was taken. Kallon voted yes. Brydi voted yes. Kristen voted yes. Joe voted yes. All were in favor. Motion carried. Brydi exited the quorum at 7:36 pm. Item #3 Jerry Mecham request to use Old Town Hall for pickle ball Beth Mecham addressed the council and explained what pickle ball is and what would be required. They would need to paint the floor and would need two nets. The Mecham's are willing to donate their equipment for people to use while the town assesses the community's interest in pickle ball. The council wants to assess that first before investing money in pickle ball. Mike's concern was that the floor would not be able to be painted because of the lacquer that is already on the floor. They will tape the floor instead. The outside basketball court will be painted. The pickle ball players will be required to sign a waiver to absolve the town of any liability. A tournament for Cleveland Days was also an idea. Item #4 Discuss purchasing directional signs to advertise O'ville (tabled from April 2018) This item was discussed but a decision was not made. The council discussed options for signs including using scrap metal and having citizens like Eldon Holmes do the metal cutting. This could also be an Eagle Scout project for someone in the future. Mike will talk to UDOT about using their poles to put our signs. Item #5 Budget ideas and discussion 2019-2020 The council looked over the tentative budget. Next month the council will adopt the tentative budget for amendments preparatory for final adoption in June after the public hearing. Item #6 Review bills and approve for payment A motion was made by Joe and seconded by Kristen to approve the bills for payment. A roll call vote was taken. Kallon votes yes. Kristen voted yes. Joe voted yes. All were in favor. Motion carried. Item #7 Council reports Kallon attended LEPC meeting where flooding concerns were discussed. They are hoping for a slow warm-up to avoid flooding. Kallon also had concerns about Benny use of the town truck. He would like to see a mileage log kept and would like the town truck to be parked at the office instead of Benny's home. The mayor did not have a problem with the way the town truck is used now but will remind Benny of using it only for town business. Kristen and Joe had no report. Mike discussed with the council the problem with TSJ's semi-trucks damaging the road along 100 North and 700 East. There have been reports of dogs being killed by trucks. Mike suggested a four way stop there. The citizens in that neighborhood want a round-about. There have also been complaints about semi-trucks parking on the streets and noise. The town will send a letter to TSJ Construction about this issue. The mayor is still working on getting the town a digital speed sign. The temporary job opening had three resumes received. The Adopt-A-Highway clean-up day was scheduled for Saturday, May 4, 2019. The council and employees will clean up the miles 0-3 of Highway 155 on that day. The mayor discussed with the council what he wants to do to make the dumpsters cleaner and more accessible. They will put that in the upcoming budget. Item #8 Adjourn meeting A motion to adjourn the meeting was made by Joe and seconded by Kallon. All were in favor. Motion carried. Meeting adjourned. Shannon World, clerk
