CITY OF OREM CITY COUNCIL MEETING 56 North State Street, Orem, Utah May 14, 2019 2:30 P.M. LIBRARY HALL GROUND BREAKING 3:15 P.M. WORK SESSION - CITY COUNCIL CONFERENCE ROOM DISCUSSION - CARE Allocation Deliberations (45 min) The City Council & CARE Commission have heard from all of the applicants. The CARE Commission has formulated a recommendation for the allocation to mini & mid-major grant recipients. The City Council will now have an opportunity to consider that recommendation and deliberate the remainder of the allocation for both arts & recreation. Presenter: Steven Downs Update - Geneva Road Area-Wide Plan (45 min) The Council will receive and update and discuss the plan. Presenter:Jason Bench and Katie-Rose Imbriano 1. AGENDA REVIEW The City Council will review the items on the agenda. 2. PREVIEW UPCOMING AGENDA ITEMS Staff will present to the City Council a preview of upcoming agenda items. 3. UPCOMING EVENTS For Review 7.2. REPORT - Heritage Advisory Commission The Heritage Advisory Commission will provide an annual update of the Commission and invite the City Council to attend the City's Memorial Day Program. Presenter: Kelly Kirkpatrick, Heritage Advisory Commission Chair 7.3. PRESENTATION - Orem Centennial 100 Kind Acts Scholarships Timpanogos Regional Medical Center is the donor of three $333 scholarships, one per high school in Orem, for a senior student. This is part of Orem's Centennial 100 Kind Acts and goes with May's Kindness theme, which is 'Be Kind to Teens'. TURN Community Services is partnering with this effort. The winners are: - Orem High = Mark Jeffs - Mountain View High = Eliza Lawyer - Timpanogos High = Aly Hutchinson Presenter: Glory Thomas, 100 Kind Acts Committee Spokesperson 8. PERSONAL APPEARANCES - 15 MINUTES Time has been set aside for the public to express their ideas, concerns, and comments on items not scheduled as public hearings on the Agenda. Those wishing to speak are encouraged to show respect for those who serve the city. Comments should focus on issues concerning the city. Those wishing to speak should have signed in before the beginning of the meeting. (Please limit your comments to 3 minutes or less.) 9. CONSENT ITEMS 9.1. APPROVAL OF MEETING MINUTES Minutes of City Council Meeting - April 30, 2019 9.2. MOTION - Cancel June 11, 2019 City Council Meeting It is recommended that the June 11, 2019 City Council Meeting be cancelled to accommodate the City's Summerfest activities scheduled that evening. 9.3. RESOLUTION - Authorizing the Orem City Police Department to appropriate personal property to public interest use The Police Chief recommends that the City Council appropriate unclaimed property as new equipment to be used for the benefit of the public. The OPD has complied with procedural and noticing requirements for this process. 10. SCHEDULED ITEMS 10.1. PUBLIC HEARING RESOLUTION - Receive Public Comment on the Community Development Block Grant (CDBG) Projected Use of Funds for Fiscal Year 2019-2020 The Community Services Manager recommends that the City Council hold the second of two public hearings to receive public comment on the projected uses of the funds for the 2019-2020 Community Development Block Grant and adopt the recommendation of the CDBG Citizen Advisory Commission. The proposed updates in the code will make the language concise and consistent throughout the code. Also, the updates will reduce vegetation coverage in landscaped areas from 70 percent to 50 percent. Appendix 'VV' provides a list of native, drought-tolerant plant species. The intent is to provide residents the option of including xeriscaping or other water-wise landscaping methods on their property if they so choose. The Planning Commission recommends that the City Council accept the proposed amendments. Presenter: Jason Bench 10.3. PUBLIC HEARING RESOLUTION - Accept Tentative FY 2019-2020 Tentative Budget It is recommended that, following a public hearing, by resolution, the City Council tentatively adopt the Fiscal Year 2019-2020 Tentative Budget. If a property tax increase will be considered, the City Council will direct staff to schedule the final public hearing in August at a date and time to be determined following the procedures outlined in State Code. RDA CONSENT ITEMS 13.1. APPROVAL OF RDA MEETING MINUTES Minutes of Redevelopment Agency Meeting - June 19, 2018 14. RDA SCHEDULED ITEMS 14.1. RESOLUTION - Corral West Properties and Garff Properties-Orem Agreements The Development Services Director recommends the Redevelopment Agency of the City of Orem approve a Land Exchange and Lease Agreement with Corral West Properties, LLC and a Real Property Sale and Financing Agreement with Garff Properties-Orem, LLC. Presenter: Ryan Clark 14.2. RESOLUTION - Tentatively Adopting the RDA Tentative Budget for the Redevelopment Agency of the City of Orem Fiscal Year 2019-2020. The Executive Director recommends the RDA Board hold a public hearing then by resolution tentatively adopt the Fiscal Year 2019-2020 Tentative Budget and set a public hearing to adopt the final budget on June 11, 2019 at 6:10 p.m. Presenter: Brandon Nelson 15.
